An exciting opportunity has arisen within Network Management and Enforcement for the permanent appointment of a full-time Transport Officer within the Council’s Parking Operations team. Fulfilling a key role within the Parking and Traffic Regulation service area, the successful candidate will be highly motivated and enthusiastic and will be able to progress a challenging and varied workload.
The post holder will primarily be responsible for helping to manage the Council’s varied traffic enforcement operations, including Decriminalised Parking Enforcement (DPE), Bus Lane Camera Enforcement and enforcement of the new Low Emission Zone (LEZ) in Edinburgh.
The post holder will also be required to assist with the contract management for the Council’s Decriminalised Parking Services contract, which covers a variety of customer facing services including on-street parking enforcement, vehicle removals, signs and lines maintenance, parking permits and parking payment services. Contract management responsibilities also extend to the integrated ICT systems that support all the parking, bus lane and LEZ enforcement operations.
Although the successful candidate will be expected to work to support all of the aforementioned services, this role will have a particular focus on LEZ operations within the city. This will cover all aspects of LEZ management, from overseeing the LEZ operations and associated contracts, to project managing the installation of new enforcement cameras and technologies. The post holder will also be responsible for overseeing customer communications and for preparing briefing notes and committee reports on LEZ matters, as required by elected members. The post holder will also have responsibility for the statutory reporting of LEZ data and finances and be expected to liaise and benchmark with other Scottish Councils operating LEZs and to undertake appropriate analysis of LEZ operations to identify emerging trends and recommend improvements.
The successful candidate should have experience of leading teams and/or projects. They will be able to maintain high levels of accuracy, and to balance competing priorities in order to meet challenging deadlines. They will also have excellent written and verbal skills and will be experienced in successfully managing and resolving sometimes difficult customer interactions.
