Job Description

The Head of Service is a senior corporate leader responsible for driving the delivery of the Council’s vision, priority outcomes and the Be the Future Transformation Programme. As a core member of the Extended Senior Leadership Team (ESLG) and the Portfolio Management Team (Wellbeing, Place and Economy, or Corporate Services), the Head of Service provides strategic leadership across the organisation to ensure integrated planning, cohesive decision‑making and consistent delivery of whole‑Council outcomes.

In addition, the Head of Corporate, by virtue of reporting directly to the Chief Executive, is also a full member of the Senior Leadership Group (SLG), contributing directly to corporate leadership, organisational strategy and cross‑Council performance.

The Head of Service plays a central role in shaping and coordinating strategic direction, policy development, transformation, and service integration across the Council. They ensure that organisational priorities are translated into coherent plans, operationalised effectively, and delivered in ways that maximise public value for the residents and communities of Clackmannanshire.

The post holder provides direct support and advice to the Chief Executive and/or Directors on the strategic and operational leadership of their portfolio, ensuring that work across services is aligned, collaborative and outcome‑driven rather than siloed.

Where the Head of Service holds a statutory role, they are individually responsible for providing professional advice to Council, the Chief Executive and Council officers in relation to their statutory duties.

The Head of Service is accountable for ensuring that key outcomes, statutory duties, financial targets and strategic commitments are achieved for the Council and the Clackmannanshire area. They also play a critical leadership role in strengthening collaboration with internal services and external partners across the public, private and voluntary sectors to improve outcomes, reduce duplication, and support integrated service delivery.

In addition to their wider corporate responsibilities, the Head of Service holds strategic leadership and operational accountability for a defined service area, ensuring high‑quality performance, strong governance, and effective resource management that contribute directly to whole‑Council priorities and community outcomes.
