Job Description

The purpose of the role is to lead the development and support the delivery of  the Investment Strategy by managing the associated projects and programmes.

The Investment Strategy is not the Council’s Investment Strategy but is an Investment Strategy for Clackmannanshire and this role will have this objective as the main driver.  The strategy provides a strategic approach to how we pursue external capital and revenue investment into opportunities within Clackmannanshire.  This is a three tiered approach which covers the following:

  • Public Sector/Private Sector/Third Sector - : Leveraging relationships with public, private, and third-sector partners, including regional.
  • Council/Corporate: Focused on infrastructure, economic growth, and transformation priorities, aligning investment with long-term regional goals and national policy frameworks.
  • Community Tier: Empowering communities to co-design and lead investment initiatives, unlocking funding not accessible to the council alone. Co-designing priorities with residents and supporting community capacity building (e.g., Development Trusts, Social Enterprises and Community Asset Transfers).

The post holder will work with the Senior Manager Transformation and Capital, Strategic Lead (Community Collaboration), nominated Senior Managers from each Directorate, and wider partners and potential investors to provide strategic direction and support to deliver a successful Investment Strategy for the region.

The postholder will develop strong relationships with investors, to develop plans and projects for investment opportunities throughout the region.

The overall purpose of the job is to lead high quality corporate funding advice and support to the Council and region, which enables leveraging of external sources of funding to support delivery of the three tiered approach stated previously.  The post holder will have excellent awareness of the external funding and grants field and proven experience in developing and managing excellent working relationship with funders and grant making bodies.   The post holder will work closely with managers and services across the Council, with a primary focus on supporting the delivery of the Council’s transformation agenda.
