Swestrans Strategic Lead

You will be required to work 18 hours per week, 52.14 weeks per year.

Our Regional Transport Partnership, SWestrans, is key in achieving that goal. We are looking for a strategic leader to manage the implementation and review of the Regional Transport Strategy, championing the region in the delivery of high-quality transport solutions to the challenges faced in South West Scotland.

The Role

Reporting to the Assistant Director of Transport and Infrastructure, you will represent the Regional Transport Partnership (RTP) at a senior level with national political and senior officer stakeholders. You will provide the SWestrans Board with expert advice and strategic support, leading advocacy efforts to attract investment and influence national transport policy for the benefit of the region.

This is an exciting opportunity for a talented and ambitious individual to fulfil a strategic leadership role that oversees an integrated transport network, incorporating local bus services, active travel, and community transport. You will manage capital programmes, revenue budgets, and major funding bids to Scottish and UK Governments to support large-scale infrastructure and connectivity projects.

Part-Time & Hybrid Working

This position is offered on a part-time basis (0.5 FTE). We recognise the importance of modern, flexible working patterns and offer this as a hybrid position. While you can work remotely for the majority of your hours, on-site attendance in Dumfries and Galloway will be required on an infrequent basis - typically every 6 to 8 weeks for 2 to 3 days at a time - to lead Board meetings and engage in key face-to-face strategic meetings.

About You

We want to hear from exceptionally talented individuals who can demonstrate adaptive leadership skills and a forward-thinking approach to service improvement. You will:

  • Be educated to degree standard (or equivalent) with a substantial record of management success in a complex organisation.
  • Possess expert knowledge in passenger transportation management, transport strategy, and scheme delivery.
  • Be a first-class communicator and a natural relationship manager, with the political sensitivity required to interface effectively with Elected Members and national partners.
  • Demonstrate a strategic "whole-system" approach to deliver change, collaborative partnership working, and robust financial planning.

A current driving licence is an essential requirement for this post, though considerations will be made for those with disabilities who can arrange alternative transport.
