Requirements

You will have relevant SVQ4/HND/Degree and risk management work experience. You will have professional qualification in risk management or evidence of equivalent knowledge and experience.

Responsibilities

​The post holder will lead the coordination, development, and continuous improvement of the Council’s corporate and service-level risk management framework. This includes maintaining policies, procedures, and monitoring arrangements that reflect recognised best practice. The role is responsible for overseeing the ongoing management and refinement of the Council’s corporate and service risk registers and ensuring effective alignment with organisational priorities, governance requirements, and emerging risks. The post holder will also champion a strong risk-aware culture by providing expert guidance, delivering training, and promoting effective risk management across all Council services.

The Individual

You will have a strong understanding of recognised good‑practice risk management frameworks and methodologies. Significant practical experience in risk management within a large, multi‑disciplinary organisation. You will have proven experience in leading the development and/or implementation of formal risk management arrangements, including risk registers, policies, procedures, and supporting operational practices. Demonstrated ability to provide clear, professional advice and guidance to managers on risk management processes and compliance requirements. You will have excellent interpersonal and communication skills, both written and verbal, with the ability to convey complex information clearly and confidently to a range of audiences. You will have the ability to build, develop, and maintain effective working relationships across all levels of the organisation and with external partners. Strong capability to constructively challenge, influence, and persuade managers and decision‑makers to support effective risk management. A pragmatic and collaborative approach, working effectively alongside colleagues and sharing knowledge, insight, and experience as required. The ability to work independently, exercising sound judgement with minimal supervision. You will have highly skilled in preparing high‑quality reports, presenting management information, facilitating discussions, and tailoring key messages appropriately to the audience. Strong analytical skills with the ability to examine, interpret, and communicate complex or sensitive information clearly and accurately and excellent organisational skills with the ability to plan, prioritise, and manage workload effectively to meet competing deadlines. You have consistent ability to deliver high‑quality work within tight or challenging timeframes and proficient IT skills, with the ability to use a range of digital tools and systems effectively. You will have the commitment to maintaining ongoing Continuing Professional Development (CPD) in line with role requirements. A Level 1 Basic Disclosure Scotland check is required.
