Responsibilities

The Council operates a Category Management approach to procurement to ensure that its supplies, services and works are procured in a way which optimises opportunity for achieving best value. You play a critical role in this and deliver against the Corporate Procurement Strategy. You are responsible for developing and leading a sourcing programme, managing strategic relationships with suppliers and carrying out the appraising of supplier markets, delivering best value (cashable and non-cashable savings to the Council, providing expert guidance, and fostering collaborative relationships that promote efficiency and effectiveness and best value. You shall develop and monitor contractual key performance indicators which are based on risk, on a contract by contract basis and develop improvement actions as necessary to ensure that required performance is achieved. You will be responsible for managing and developing Procurement Assistants and, along with the Corporate Procurement Team Leader and Corporate Procurement Manager, will be responsible for achieving the annual procurement cashable or non-cashable savings targets set by the Council. The post supports the Corporate Procurement Team Leader and Corporate Procurement Manager by leading the full end-to end procurement activities for their specific category portfolio.

The Individual

You will have a career portfolio indicating an appreciation of the importance of continuous improvement, evidence of positive customer relations, experience of working with a range of clients, and a solid understanding of all applicable Scottish and UK Public sector procurement legislation. Proven negotiation skills and contract management experience to achieve significant savings, strong presentation skills, excellent written and oral communication skills. You will be able to prioritise own workload and deliver tasks within tight timescales, plan, lead and implement change innovation to drive procurement best practise, work as a team, be flexible and able to respond to urgent requests, simultaneous demands or shifting priorities. You will also have good IT Skills.
