What we do:

We provide professional valuation services for the Perth & Kinross, Dundee City and Angus Council areas in respect of the compilation and maintenance of the Valuation Roll and Council Tax Valuation Lists. We also compile and maintain the Registers of Electors for Angus and Perth & Kinross.

Requirements

Applicants must be Professional Members or Fellows of the Royal Institution of Chartered Surveyors, with considerable experience of Rating and Council Tax valuation across a range of property classes.

 

A comprehensive understanding of the law, case law and valuation methods relevant to Rating and Council Tax is essential, as is experience in preparing valuation cases for tribunal or previous appeal proceedings and acting as an expert witness.

Applicants must also have experience of managing staff, implementing corporate policies and procedures, and providing instruction and training to staff. Management or leadership training, negotiation skills training and advocacy or expert-witness training are desirable.

 

Responsibilities

Who are we looking for?

As Principal Valuer, you will support the Assistant Assessor in managing one of the Board’s two Divisional Offices.

 

We are seeking an experienced and motivated Chartered Surveyor to take a key leadership role in ensuring the effective and timely delivery of valuation services. You will co-ordinate, support, and manage a professional valuation team, providing day-to-day professional leadership, technical direction, quality assurance and workload oversight.

 

You will lead staff in compiling and maintaining the Valuation Roll and Council Tax Valuation Lists, ensuring that valuation decisions, statutory changes, notices, proposals, appeals and supporting records are accurate, consistent, properly authorised and auditable, and that statutory deadlines and service priorities are met.

 

You will take responsibility for managing the disposal of Council Tax and Non-Domestic Rating proposals and appeals, including negotiating with ratepayers and their professional agents and representing the Assessor as an advocate or expert witness before the First-tier Tribunal for Scotland and, where required, in further appeal proceedings.

 

As a member of the Board’s Management Team, you will contribute to the development and implementation of policies and procedures, performance monitoring and management, and corporate governance, while supporting the delivery of the Board’s strategic objectives and corporate change

 

The Individual

Applicants should possess highly developed negotiation and presentation skills, with effective IT knowledge considered desirable. You will demonstrate a positive, professional and responsible attitude, together with a high standard of professional integrity and a strong commitment to delivering results under pressure and meeting strict deadlines.

 

Strong time management, along with excellent written and verbal communication skills, is essential. You will be able to prioritise and manage workloads effectively, lead teams, motivate staff at all levels, manage conflict, delegate appropriately and support the delivery of change.

 

A high degree of political sensitivity is required, as is the ability to build constructive relationships with Elected Members, Council Officers, professional representatives, external organisations and individuals.
