Job Description

Service provision will incorporate management responsibility for the delivery of Primary and Urgent Care Services across East Ayrshire, North Ayrshire and South Ayrshire.

This will include a Pan Ayrshire approach to the sustainable transformation in Health and Social Care delivery from an institutional and geographic basis to a highly adaptive, contemporary system with a focus on increasing and enhancing the role of Primary Care and Urgent Care in service delivery and signposting.

The post holder will provide vision, leadership and have operational responsibility for the delivery and strategic development of Services while working collaboratively with the Partnership Senior Management Team to achieve the objectives of the HSCPs.

Particular objectives to be delivered include:

  • Deliver effective contractual arrangements with independent contractors (GPs, Dentists, Community Pharmacists and Optometrists) who provide primary care services to the residents of Ayrshire and Arran, in accordance with all statutory requirements and in line with the strategic direction set by the NHS Board.
  • Deliver a professional 24/7 Urgent Care service from a Community / Primary perspective and work in partnership with Secondary Care to provide an integrated service for the citizens of Ayrshire and Arran.
  • Deliver high quality, effective and responsive services ensuring all primary care providers are commissioned in line with national and local strategies, directions and priorities.
  • Delivery and implementation of the development plan for GP and dental practice premises.
  • Monitor performance and governance arrangements to ensure the desired transformation in health care delivery is driven by improvements in patient safety and service quality.
  • Lead the strategic service development of a range of health care services through the development and delivery of integrated patient pathway approaches, involving, the 3 Ayrshire IJBs, NHS Ayrshire and Arran and partner Council authorities.
  • Promote and integrate service performance measures to deliver the commissioned aims of the IJB Strategic Plans and the Board’s key targets including waiting times, finance, partnership and patient health and safety improvements.
  • Provide strategic direction across medicine, nursing, social care, finance, human resources and facilities management to ensure the effective delivery of high-quality primary care services and the desired transformation of healthcare delivery in Ayrshire and Arran.
  • Influence and promote a culture of the person at the centre of their care.
  • Develop and foster good working relationships with Chief Officers across NHS and Local Authority partnerships.
  • Deliver a professional Out of Hours Community Health and Social Care Response Service across the HSCP’s for individuals.
  • Lead on a range of strategic development programmes across Ayrshire and Arran, working with all primary care contractor services, and aligned to the Caring for Ayrshire vision.
  • Develop and deliver 24/7 Urgent Care Services and pathways from the community / primary perspective, ensuring whole system alignment with acute services and mental health Services, with strong links and partnership working with NHS24, Scottish Ambulance Service and community planning partners.
  • Deliver a care and clinical governance agenda for the HSCPs in association with the Medical Director, Nurse Director, CSWO.
  • Focus on reducing inequality within and across the HSCPs.

Requirements

The duties of the post involve Regulated Work with children and/or protected adults, as specified in the Protection of Vulnerable Groups (Scotland) Act 2007. Successful applicants for such posts will be required to become a Protecting Vulnerable Groups (PVG) Scheme member in respect of Regulated Work with either or both of these groups as appropriate, or if they are already a Scheme member, be subject to a PVG Scheme Record Update, before any formal offer of employment can be made by East Ayrshire Council.

This is a full time permanent post based within Kilmarnock.

Salary* CO - £99,064 per annum or Band 8D - £94,345 - £98,384 per annum
