Job Description

Are you passionate about improving outcomes for our children, families and communities within East Ayrshire ensuring families receive the help they need at time of need?

By embedding GIRFEC in its truest sense, HEART (Help Everyone At the Right Time) is an exciting new transformational approach to developing and delivering children’s services within the communities in which our families live. East Ayrshire has been successful in our bid for Element 2 of the Whole Family Wellbeing Fund and will receive Scottish Government support to assist us in implementing this new model of service delivery. Implementation of HEART will be fundamental to ensuring we keep the Promise within East Ayrshire.

We are now looking for an enthusiastic and creative Programme Manager who can provide leadership, direction and effective programme management for the implementation of HEART (Helping Everyone at the Right Time) children’s service model, while working collaboratively and innovatively with services and partners at local, regional and national level in relation to the Whole Family Wellbeing Fund.  

You will have substantial experience and knowledge of children’s services and an interest and proven track record in successfully leading change projects. You will connect with and work alongside the full range of children’s services, building collaborative relationships with stakeholders, families and communities in order to develop and embed HEART. You will manage a team of Community Coordinators and Connectors and provide leadership and direction to the wider HEART Community Teams across East Ayrshire localities. Working closely with the Scottish Government, you will gather and analyse data to identify need and evaluate impact of this transformational service delivery.

Requirements

The duties of the post involve Regulated Work with children and/or protected adults, as specified in the Protection of Vulnerable Groups (Scotland) Act 2007.  Successful applicants for such posts will be required to become a Protecting Vulnerable Groups (PVG) Scheme member in respect of Regulated Work with either or both of these groups as appropriate, or if they are already a Scheme member, be subject to a PVG Scheme Record Update, before any formal offer of employment can be made by East Ayrshire Council.

Please note:- PVG members' records are constantly updated with any new vetting information that arises.  Any information that is disclosed on a PVG Scheme Record or Scheme Record Update, if relevant to the post being applied for, will be discussed with the applicant prior to any formal offer of employment being made.

Additional Information

This is a full time temporary post based within Childrens Health Care.

The workstyle for this post is ‘Flexible’ - 50-79% of time is office based. Able to work at different/ multiple work locations. Occasionally works at home, or another location 1-2 days per week, or directly home to external appointments.

The admin base for this post is the Johnnie Walker Bond, Kilmarnock.
