As a Change Manager at East Lothian Council you’ll help transform how local services work—improving lives, supporting communities, and making public services smarter, faster, and more inclusive.
From digital upgrades to fresh ways of working, you’ll be at the heart of change that people actually benefit from.
What you’ll be doing
• Working on projects that improve services people rely on every day
• Helping teams adapt to new ideas, systems, and ways of working
• Engaging with a wide mix of people—from frontline employees to senior leaders
• Turning complex problems into practical solutions
• Making sure change sticks (not just on paper)
Who we’re looking for
You don’t need a background in local government but will have experience of implementing change management within organisation wide projects ideally using PROSCI Change Management methodology.
We’re especially interested if you:
• Are curious, adaptable, and open to learning
• Communicate well and can bring people with you
• Enjoy working on different challenges at the same time
• Want your work to have real-world impact
Why work with us?
- Make your work matter – everything you do impacts the community
- Grow fast – training, mentoring, and clear development opportunities
- Flexible working – because life happens
- Supportive culture – we’re collaborative, not corporate
- Modern approach – we’re actively transforming how the Council works
We are a relatively small council with circa 5000 employees. That means you can make an impact quickly. You will enjoy working collaboratively with a very diverse range of service groups, be autonomous and persistent in achieving outcomes. You will have a lot of scope to bring in your own ideas and will be expected to use your own initiative with minimal supervision. Influencing, and managing challenging situations are important skills in this role as is the ability to communicate with employees at all levels.
This post can be undertaken on a home working basis. You would be expected to travel to internal customer/team meetings or events as required.
Home / Hybrid Working Consideration
Applications for home or hybrid working will be considered for this post in accordance with East Lothian Council’s Home Working and Worksmart Policies which can be found here. Home or Hybrid working options can be discussed with candidates invited for interview.
Please Note:
All home/hybrid workers must live in the UK. Where an application for home-working is supported, it will be subject to a satisfactory trial period. Employees will be expected to attend Council offices for the duration of induction, and be on site in East Lothian workplaces, as required. Employees with a hybrid working arrangement in place will be office based and able to work from home, with permission, on an ad hoc basis.
