About the role
We are looking for an IT Analyst to join our Development & Transformation team, working on East Lothian Council’s digital services. The role focuses on digital service delivery, low‑code development using Liberty Create, continuous improvement, and shared responsibility for supporting live services.
This role suits someone who enjoys problem solving, improving services, and taking ownership from idea through to live service. As a small specialist team, we carry out analysis, design, build and support work, working closely with service colleagues to deliver practical digital change.
What you’ll be doing
As part of the Development & Transformation team, you will:
- Work with Council services to understand processes and help redesign them for digital delivery
- Analyse requirements and build digital services using Liberty Create, including forms, workflows and case management
- Support and improve live applications, balancing new development with operational responsibilities
- Carry out testing, support user testing, and produce documentation
- Investigate and resolve issues with live services
- Work with IT and Information Security colleagues to ensure solutions are secure and compliant
- Contribute to team ways of working, sharing knowledge and improving digital service delivery
- Provide Level 1 IT support as part of the wider IT function when required

The Development & Transformation team delivers digital services used by Council staff, residents and businesses. We improve processes, reduce manual effort, improve data quality and support critical systems once live. We work collaboratively and value clear thinking, shared ownership and continuous improvement.

Job Details
To work as a member of the IT Business Services team with a primary focus on the effective use of the development platforms to bring about Council wide digital transformation.
The key areas of responsibility are:
• Working with Service Departments to bring about transformational change using the Council’s development tools.
• Assisting with the support and development of the Council’s MIS estate as required.
• Providing Level 1 IT Support and assisting the support efforts of others.
• Provide professional advice and guidance to enable council wide digital transformation.
The Jobholder will be a proactive individual with excellent customer service with experience of assessing client and service need.

Job Requirements
Relevant Qualifications
Relevant HNC and/or able to demonstrate equivalent knowledge, skills and competencies gained through relevant experience.
Driving Licence
A full current driving licence is desirable for this post.
Level 1 Disclosure Clearance
This role requires Level 1 Disclosure Clearance to allow access to the Public Sector Network. ELC will submit a Police Act Disclosure application on behalf of the preferred candidate and receipt of the subsequent certificate will be required prior to commencement.
