East Lothian is a fast-growing area progressing a range of exciting large-scale projects balanced together with focussed climate and sustainability ambition – including a new settlement at Blindwells, redevelopment of the former Cockenzie Power Station site, development of the Edinburgh Innovation Park, and various other energy and economic projects. A rare opportunity has arisen to join the Growth Delivery & Sustainability team, and to help progress some of the most high profile and complex projects in East Lothian. This post will have a particular focus on progressing the master planning of the former Power Station site and helping to manage various energy related projects within the county.
The post holders will be resourceful and self-directed, taking responsibility for the planning, design, development and leadership of effective project implementation plans, able to identify new funding sources, to fully develop business cases to UK Treasury standards and to balance and manage risk. They will be adept at collaborating and engaging with colleagues in governments, key agencies, landowners and developers and the wide range of interested stakeholders. They will also be creative, collaborative and confident Project Managers with an accomplished track record of leadership and demonstrable positive outcomes in growth and regeneration, ready for the challenge of a role that will have a lasting impact on East Lothian’s economy and prospects.

Job Details
To be part of a team of Project Managers within the Development Service, each leading the delivery of a major strategic project or theme and collectively to the Council’s wider growth and sustainability objectives.
Lead, manage, facilitate and oversee the delivery of assigned high-profile and complex growth projects for East Lothian Council, working collaboratively with the wider Service, governments, national agencies, landowners, developers and local stakeholders, and ensuring full compliance with the Council’s governance arrangements and Standing Orders.

Relevant Qualifications
Degree level qualification and relevant postgraduate / professional qualification e.g. economics, planning, accountancy, legal, housing, transport, civil engineering.
Level 1 Disclosure Clearance
This role requires Level 1 Disclosure Clearance to allow access to the Public Sector Network. ELC will submit a Police Act Disclosure application on behalf of the preferred candidate and receipt of the subsequent certificate will be required prior to commencement.
