We are looking to recruit a permanent Team Manager to lead our busy and team who provide support to our Communities, Housing, Infrastructure and Development services.

As a member of the Procurement Management Team, the Team Manager will contribute to the overall management of East Lothian Councils Procurement Service by maintaining policies, strategies and procedures aligned to the Councils strategic objectives.

You will assist the Procurement Service Manager to formulate, implement and promote the Councils Procurement policies, taking account of Council and Service objectives, public sector regulations, legislative change, and stakeholder expectations.

You will lead a small team of three staff providing procurement services to Communities, Housing, Infrastructure and Development service services within the Council.

Job Details

Based in the Procurement Service, within Finance, and reporting to the Service Manager you will be responsible for managing and leading a small team to deliver the strategic and operational procurement of a specific group(s) of goods, services and/or works to ensure that cost savings are maximised through the use of best procurement practice and Best Value is demonstrated.

Support the Service Manager to develop the team’s strategic objectives and service plans by working in partnership with colleagues (within and out with the service) and by taking personal responsibility for planning how these are delivered effectively and efficiently to service users.

You will be expected to drive the implementation and development of policy and procedures associated with their specific group(s) of goods and services, ensuring consistency at all times and providing expert advice, as required.

The role will play an important part in the development of the Council’s Procurement function.

Job Requirements

Relevant Qualifications
Educated to HND/Degree Level in a relevant discipline and / or membership of a professional procurement body (CIPS or equivalent).

Evidence of continuing professional development.

Level 2 Disclosure Clearance
This role requires Level 2 Disclosure Clearance. ELC will submit a Police Act Disclosure application on behalf of the preferred candidate and receipt of the subsequent certificate will be required prior to commencement.
