East Lothian Council is seeking an experienced and motivated leader to manage our Revenues and Council Resources Systems teams. This is an exciting opportunity to play a key role in maximising income for the Council, developing high quality business systems, and driving service improvement across a fast paced and customer focused environment.
In this senior role, you will lead multi-disciplinary teams responsible for the collection and recovery of Council income, development and support of key business systems, and delivery of major annual processes including year end and annual billing. You will oversee system development, procurement and supplier management, and support the design and implementation of service-wide strategies, policies, and procedures.
The successful candidate will bring strong leadership skills, excellent knowledge of Revenues legislation and practice, and proven experience in systems development and service improvement. You will be confident managing projects, interpreting legislation, working collaboratively across services, and providing expert advice to senior managers. The role also includes deputising for the Service Manager – Revenues and representing the Council at external meetings.

Job Details
To manage and set the objectives for the Council Resources Systems Team to provide effective Council-wide systems development and business support to a wide range of customers.
To also manage and set the objectives for Revenues teams in order to maximise Council income and minimise debt.
Responsible for the development and maintenance of excellent working relationships with Council Services and partnership working with external suppliers and organisations.
In conjunction with the Service Manager, provide strategic decision making and contribute to the design and delivery of the wider Revenues Service.

Job Requirements
Relevant Qualifications
Degree level qualification or equivalent and/or able to demonstrate equivalent knowledge, skills and competencies gained through extensive experience working at a senior level within a Local Authority Revenues Service or at senior level in Information Systems.
Driving Licence
A full current driving licence is desirable for this post.
Level 1 Disclosure Clearance
This role requires Level 1 Disclosure Clearance to allow access to the Public Sector Network. ELC will submit a Police Act Disclosure application on behalf of the preferred candidate and receipt of the subsequent certificate will be required prior to commencement.
