Change & Improvement leads the council’s corporate change and redesign portfolio, providing consultancy, tools and support across services.
- Leads the Council’s approach to improvement through consultancy, methods, tools and support.
- Creates and manages a single pipeline of directorate change opportunities.
- Identifies and drives improvement to operating arrangements and processes for customer and community benefit.
- Supports services to manage performance and drive improvement.
- Provides joined up change support for services - working alongside BTS, HR, Finance and others.
- Works with BTS to make the best use of data and drive innovation.
- Providing programme and project set-up support and guidance.
An exciting opportunity has arisen for a Change Lead Officer (FC8) to support the delivery of the Future of Leisure & Culture transformation programme.
The Future of Leisure & Culture programme is a significant transformation initiative focused on creating a modern, financially sustainable and community‑centred approach to leisure, culture and wellbeing services across Fife. This includes redesigning facilities, developing integrated community hubs, aligning cultural and library provision, strengthening physical activity and sport infrastructure, integrating outdoors and nature‑based services, and implementing consistent operating models with partners and Trusts.
It includes significant work across:
• Asset rationalisation and repurposing
• Development of a network of community hubs aligned to No Wrong Door
• Cultural service review and integration with libraries
• Physical activity & sport infrastructure planning and recovery
• Outdoors & Nature alignment with the Place Directorate
• Standardisation of operating hours, including 9pm weekday closures
Temporary funding has provided this FC8 post to ensure sufficient capacity to support delivery of the forward programme.
The Change Lead Officer will:
- Carry out research, analysis and evidence gathering to support decisions
- Collect data on assets, costs, utilisation and community impacts
- Develop and model options aligned to the programme’s objectives
- Support workshop delivery, engagement and communications
- Draft reports, papers and supporting documents
- Assist delivery of operational changes including 9pm closure standardisation
- Support tracking of programme savings: £1.04m (2026/27) and £0.96m (2027/28)
The Person
You will have:
- Experience supporting change or improvement activity
- Strong analytical and data interpretation skills
- Good written communication and report‑writing ability
- Strong organisational skills and the ability to manage competing priorities
- Ability to work collaboratively and build positive working relationships
- Confidence facilitating workshops or engagement activities
- A proactive, solutions‑focused approach
Experience in local government, leisure, culture, community services, asset management or place‑based change is desirable.
You should be educated to SCQF level 9 which includes a degree or equivalent experience
