Working Pattern: 36 hours per week (applications for part-time and term-time roles will be considered)

Location: Bankhead Central, Glenrothes (hybrid home/office working)

An opportunity has arisen for an early career property graduate to join Fife Council's Estates Team within Property Services. This is a professional role particularly suited to those aspiring to become or have recently become RICS qualified general practice surveyors.

While a full-time appointment is preferred, we are equally keen to hear from candidates seeking flexible or part-time arrangements.

The role provides the opportunity to manage and advise on one of Scotland's most diverse and interesting local authority property portfolios. The Estates Team manages approximately 1,400 non-housing assets, encompassing a broad commercial estate (retail and industrial) alongside community facilities halls, centres, telecoms and utilities infrastructure.

You will provide a professional advice across the Council to support corporate priorities, drive best use of the property portfolio, and deliver an effective, customer-focused property service.

This role offers a broad range of general practice activities including:

Property Management:

The Estates team manage a leased property portfolio generating approximately £5m per annum. Undertake lease management, rent reviews, lease renewals and negotiations with tenants and their agents.

Acquisitions, Sales and Leasing:

• Negotiating land purchases for Council projects such as schools, care homes, cemeteries and infrastructure projects.
• Managing disposals of surplus assets to deliver capital receipts.
• Undertaking a wide range of commercial agency work.

Valuation:

• Providing valuations for acquisitions, disposals, asset accounting and statutory purposes.
• Assessing values.

The Person

We are looking for a motivated and enthusiastic graduate with a degree in a property-related discipline. Ideally, you will have some relevant workplace experience and a good understanding of the property market, together with an awareness of the legislative and regulatory framework that influences property management and development.

You will be able to demonstrate:

Essential Requirements:

You will hold a Degree in a property-related discipline and have experience, knowledge or a demonstrable interest in one or more of the following areas:

• Commercial property valuation.
• Property leasing and estate management.
• Property acquisitions and disposals.
• Property development and regeneration.

In addition, you must:

• Possess excellent verbal and written communication skills.
• Demonstrate strong organisational and administrative abilities.

Desirable Requirements:

The following would be advantageous, but are not essential:

• Experience working within a local authority or wider public sector environment.
• Membership of the Royal Institution of Chartered Surveyors (RICS), or progress towards professional accreditation.

As a progressive employer, we offer the opportunity to work in this role as a “blended working” arrangement with home-working opportunities and occasional office-working as required. While the significant part of the role can and will be carried out remotely, candidates should be able to travel to and attend office locations in Fife as required.
