What you need to know

Who can apply: This vacancy is open to current colleagues of Glasgow City Council or one of its Arm’s Length External Organisations (ALEOs) only.

Hours: 35 per week.

Contract type: Fixed Term until 31 October 2028

Location: Hybrid. You will spend part of your week at home, and part of your week in one of our offices.

What you’ll do

As a Mobility Manager – UEFA EURO 2028, you’ll be a part of a new team within the established Glasgow Life Events team, reporting to the Senior Events Manager (Projects). You’ll play an essential role in supporting the planning and delivery of all traffic and transport measures required for Glasgow’s Host City responsibilities during UEFA EURO 2028.

Key responsibilities include:

 

• Lead the design and development of mobility plans aligned to UEFA EURO 2028 Host City requirements.
• Coordinate transport planning across multiple modes, including:
  • Event transport and shuttle services
  • Bus, rail and station management
  • Parking operations and private vehicle management
  • Pedestrian and vehicle routing for all user groups
• Support the planning of sufficient capacity for the movement of spectators, workforce and logistics between key city sites and the stadium.
• Lead development of:
  • Integrated Traffic Management Plans
  • Accessibility Plans
  • Wayfinding and signage strategies in line with tournament guidance
• Oversee planning and readiness for event-time control room operations.
• Support the procurement and management of Traffic Management services and accommodation works.
• Prepare and coordinate documentation for Temporary Traffic Regulation Orders (TTROs) and Anti‑Terrorism TROs (ATTROs).
• Participate in multi-agency Safety Advisory Groups (SAGs) and other planning forums.
• Facilitate mobility working groups with partners including Glasgow City Council, Police Scotland, SPT, emergency services, Transport Scotland, SFA and others.
• Support engagement with local communities, businesses and stakeholders affected by transport measures.
• Provide clear transport information to support city and event communications, including route changes, diversions and travel demand management measures.
• Contribute to spectator travel information and communication plans in collaboration with partners.

We’re looking for:

• Relevant experience in transport planning, traffic management, event mobility or operational delivery within a major events environment.
• Strong coordination and stakeholder-management skills, with experience working in multi-agency settings.
• Understanding of statutory traffic processes, including TTROs and ATTROs.
• Experience supporting procurement or contract management.
• Strong decision-making capability in time‑sensitive operational environments.
• Excellent verbal and written communication skills.
