About the Role

The Senior Procurement Officer is an integral member of the Procurement Team and will be a key support to the Procurement Manager in the procurement of material and service requirements for City Building in-line with the Scottish Government Procurement Journey guidelines. Reporting to the Procurement Manager you will have extensive knowledge and experience in the tendering process for a wide range of commodities for works, goods and services including full Procurement tenders, mini-competitions, and PCS Quick Quotes in-line with current procurement thresholds. The successful candidate will be experienced in applying Public Sector Procurement procedures and regulations and utilising Public Procurement Tools including Public Contract Scotland (PCS), Public Contract Scotland-Tender (PCS-T) and public sector procurement frameworks eg Scotland Excel. It is essential that the post holder has working knowledge of the Single Procurement Document (SPD). Key responsibilities include maintaining accurate supplier and pricing information, managing supplier relationships and performance, delivering procurement savings and efficiencies, supporting key stakeholders, and leading strategic sourcing for medium to high-value/risk procurements, end- to-end tendering, and contract management.

What You Will Bring

As the Senior Procurement Officer, you will have demonstrable experience working in Public Procurement and adhering to the Scottish Government Procurement Journey. You will be a strong communicator with excellent negotiation skills as you will be collaborating closely with key internal and external stakeholders. You will be able to effectively mentor less experienced team members. The successful candidate will have a proactive results-driven mindset with the ability to resolve any procurement issues that may arise to ensure procurement activities are executed to the best possible standard. A relevant qualification at degree level in Procurement is desirable. Possession of the CIPS qualification is advantageous.
