Job Purpose:
This role will provide technical leadership, oversight, and assurance for the design and
implementation of business systems, integrations, data flows, and supporting
infrastructure. The post holder will ensure that solutions align with Highland Council’s ICT and Digital strategies, meet security and data governance standards, and are resilient, scalable, and fit for long-term operational use.
You will support business change by coordinating technical design decisions, managing dependencies across the wider ICT estate, and ensuring effective collaboration between internal teams and external suppliers delivering digital solutions. This includes defining technical options, supporting procurement and implementation, and ensuring clear and effective transition into live service.
The focus of the role is innovation and assurance—designing user-centred solutions that improve employee and manager experience, support streamlined processes and enable automation and consistent use of data across the organisation. This includes identifying opportunities for simplification, integration, and reduction of duplication across existing systems.
This exciting role will lead the overall solution design and technical assurance for ICT and digital change, ensuring the successful delivery of a secure, resilient, cost-effective, and sustainable service that supports workforce transformation across the Highland Council.

Requirements
Educated to degree level in a numerate/business/digital and technology related subject; or
Relevant industry specific qualification(s); or
Extensive relevant proven experience that demonstrates a similar level of knowledge and understanding.
