Applications are invited for this exciting opportunity to play a key role in the delivery of a broad range of road maintenance, road operations, and street lighting projects within Midlothian Council.

Midlothian is the fastest growing council in Scotland, with an expanding road network. You will lead the  Road Operations team and Road Network team to deliver large scale projects with a modern cutting-edge fleet after recent significant investment in Road Services.

You will support the Group Manager in the allocation of budget and resources, deploying staff and commissioning services in a safe and effective manner to ensure a high-quality programme of roads maintenance that represents good value for money, meets legislative requirements and supports a first-class transport infrastructure all year round for our community. Careful oversight of our winter service will be an important aspect of the role.

Road Services is a highly visible service, so it is essential that you can manage the customer and stakeholder engagement that is an integral part of the role, as well as bringing the relevant technical and professional qualifications and experience. We expect that you will be educated to an honour’s degree standard or equivalent with membership of an approved professional body, and that you already have management experience in a related setting. Accomplished people management skills with a varied workforce would be advantageous as would demonstrable IT skills and experience of managing budgets.

A pay award is pending and for those that choose to enrol in the pension scheme the Council typically contributes around 16% of gross salary to Lothian Pension Fund.

KNOWLEDGE:

Essential

Educated to honours degree level (or equivalent) in a subject appropriate to their area of responsibility and can demonstrate significant relevant experience in a local authority of comparable size and complexity.

Chartered or Professional Membership or equivalent in a subject appropriate to their area of responsibility.

The post holder must demonstrate significant experience in the following areas:

  • Working effectively at the strategic and corporate level of a large public sector organisation
  • Management in one of the functional areas together with a clear understanding of the legislative framework within which the service operates.
  • Service delivery and continuous improvement.
  • Project management
  • Managing budgets and staff
  • Sound knowledge of the funding and fiscal/financial environment

Clear evidence of commitment to continuing professional development.

Desirable

A post-graduate management qualification in a relevant professional discipline or completion of a recognised management development or leadership programme would be desirable.

A driving licence would be advantageous.

Based on 36 hours over 52 weeks per year, the minimum actual salary for this position is £56,917.94 per annum. 

Requirements
