Job Description
To work under the direction of the Community Strategy & Engagement Manager to manage delivery of Locality Planning, Community Participation and Capacity Building, Community Resilience, Participatory Budgeting, Community Council Support, Community Based Adult Learning and Family Learning.
Manage Community Support Officers, Community Council Liaison Officer and Adult & Family Learning Team.
Responsibilities
Coordinate initiation, development and delivery of all areas within the service to increase effective community capacity building, community-based learning and strengthening engagement throughout Moray
Develop and maintain key processes and documentation to enable effective management of a community focused service.
Monitor and evaluate performance relating to the relevant areas of service responsibility & support continuous improvement around the key service areas to ensure delivery meets the ongoing need
Lead the team’s supporting delivery within the service area
The Individual
Good understanding of local government.
Proven substantial experience of Community Learning & Development work
Awareness of key legislation and the subsequent responsibilities i.e. participatory budgeting, CAT and Locality plans
Experience of managing teams in community-based settings
Experience of use and implementation CLD planning & evaluation methods
Proven track record of multi-agency and community collaborative working.
Relevant Degree or equivalent experience in community learning / community work
Member of CLD Standards Council
Ability to prioritise workload
Ability to work with minimal supervision
High levels of organisational ability
Strong IT skills
Knowledge and understanding of Community Planning in Scotland and the key requirements around this
Proven experience of partnership working with partners and local communities
Understanding of CLD legislation / regulations and requirements around this in terms of CLD plan
Ability to scrutinise activity, evaluate and plan effectively and ensure quality assurance of work
Ability to work as a member of a team working in a hybrid way, taking the lead on areas of expertise and guiding others when necessary.
Ability to engage effectively with internal and external stakeholders.
Ability to focus on agreed objectives, to ensure they are achieved within agreed timescales.
Good track record of inter-agency collaboration, group work and management.
Ability to maintain confidentiality when dealing with or advising sensitive and/or confidential issues.
Ability to travel across various work locations within Moray to meet operational requirements of the service. Due to the rural nature of Moray this is usually undertaken by car.
The post is designated flexible. There will be access to office space, and ability, on occasion for home working.

Starting Salary: £59,170
£31.39 per hour
36.25 Hours per week
