Job Description

Develop Moray Health and Social Care Partnership policy, procedure and practice guidance documentation and to ensure that all policies, procedures and practice guidance documents are complete, up to date and aligned with national and local policy and practice expectations.

Ensure the participation of adults, children, YP and families in the production of policy, procedure and guidance.

Ensure the maintenance of a robust system to enable national policy to align with local policy, procedure and guidance. This includes the use of digital systems for policy creation, collation and accessibility (internal and external).

Contribute to practice improvement and departmental adherence to national and local policy, procedures and guidance via the creation and delivery of practice briefings, training and development sessions.

Assist in the development and implementation of quality assurance systems which demonstrate the impact of policy on practice and highlights areas for improvement

Support the development of Health and Social Care Partnership Moray through participation in specific management groupings and activities and provide policy support to enable service managers to deliver projects

Contribute to partnership work across Moray by participating in multiagency groups and projects as required.

 

Responsibilities

Contribute towards the creation and maintenance of new and existing policy, procedure and guidance documentation within Health and Social Care Partnership.

Policy, procedure and guidance writing

Maintain a departmental system for policy, procedure and guidance creation and maintenance

Creation of staff briefings and delivery of training to support practice improvement

Ensure children and families are sighted upon our policies to ensure that they know what they can expect from this department

Creation of materials to engage and inform children, young people and families with the services

Ensure that children, young people and families participate in the creation and writing of policy, procedure and guidance

To contribute to the quality assurance frameworks within the department and undertake quality assurance activities, including processing and quality assuring complaint responses

To support the management group with the delivery of key projects

Progress reporting within line management structures

Participate in management meetings

Participate in multiagency forums, representing the Health and Social Care Partnership

Participate in ERDP programme.

 

The Individual

Experience of working to develop policy, procedure and guidance Sound knowledge of social work theory, social policy and research and an ability to:

(i) relate this to practice

(ii) Promote the development of informed practice.

(iii) Write and maintain policy, procedure and guidance documents

Success in devising and implementing strategies and projects to improve outcomes

A proven record of effective partnership working

Experience of analysing complex information in order to identify opportunities for improvements in outcomes experienced

Degree level social work or relevant equivalent

Critical understanding of social policy

Ability to forward plan to ensure work is co-ordinated to maximise impact to address long term within a partnership environment.

Strong analytical skills with ability to analyse large amounts of information, data and evidence to draw out key points and issues relevant to council priorities

Ability to select and prioritise from range of issues and outcomes to identify key opportunities for improvement

Skills and vision to identify, explain and justify solutions based on adapting practice and experience to address identified priorities

Able to develop approaches and methodologies to create evidence based outcome monitoring Ability to work under pressure to and to deadlines

You will be expected to travel efficiently and effectively between various work locations within Moray to meet the operational requirements of the service.  Due to the rural nature of Moray this is normally undertaken by use of a car/van.

This post is considered to be a ‘Regulated Role’ under the Disclosure (Scotland) Act 2020. Under the Act it is a legal requirement for an individual undertaking a regulated role with children or protected adults to be a member of the Protecting Vulnerable Groups (PVG) scheme. Therefore, the successful candidate will be required to join the PVG Scheme or undergo a PVG Scheme Update check prior to any formal offer of employment being made by Moray Council
