Job Description
The post holder is a member of a team lead by the Public Transport Manager carrying out the procurement and day to day management of community services transport and requirements; the procurement and day to day management of subsidised local bus services and m-connect demand responsive transport requirements within Moray and the management of the authority’s road side infrastructure. The post holder is also responsible for the Moray Council’s minibus fleet and drivers.Requirements
Manage community transport services, subsidised local bus services and m-connect demand responsive bus service.
Integration of transport services within The Moray Council.
Manage the Moray Council’s pool of bus drivers.
Monitor and manage the financial management of community transport services, subsidised local bus services and m-connect demand responsive bus service.
Assist in the development of policy related to community transport services, subsidised local bus services and m-connect demand responsive bus service.
Programme and supervise surveys on community services client transport services, subsidised local bus services and m-connect demand responsive bus service.
Manage government bus service reimbursement grants and concessionary fares with relevant authorities.
Management of Bus Stop infrastructure.
Overseeing role of community transport.
Deputise for the Manager in his/her/their absence.The Individual
Significant experience in public transport administration.
Organisational and administrative experience.
Experience of budget management.
HND relevant to position or demonstrable experience.
Computer literate.
Excellent oral and written communication skills.
Self confident and self motivated.
Effective organisational and time management skills.
Experience in contract management.
Ability to prioritise tasks.
Ability to work on own initiative to a strict timetable to meet deadlines.
You will be expected to travel efficiently and effectively between various work locations within Moray to meet the operational requirements of the Service. Due to the rural nature of Moray this is normally undertaken by use of a car/van.
Ability to communicate successfully with a wide range of contacts.

Ability to work flexibly including the possibility of outside normal hours, if and when required.
