Job Description

Moray Council, in partnership with Health and Social Care Moray, is seeking a forward-thinking Service Manager Corporate Parenting to join our dedicated team. This pivotal role sits at the heart of our commitment to delivering exceptional services and achieving the very best outcomes for those we support.
As a Service Manager, you will be a high-value organisational leader and subject matter expert, working closely with the Extended Corporate Leadership Team (ECLT) to drive service improvements, champion professional standards, and nurture a high-performance culture. Your expertise will help shape progressive, integrated service models that maximise impact, minimise waste, and exploit the full potential of partnership working across Moray.
You will have responsibility for designing and delivering outstanding services, informed by lived experience and guided by the Council’s strategic ambitions. Your remit will include:
- Analysing and improving operational teams to work in an integrated, effective manner
- Developing and evaluating strategies and policies to achieve local and national priorities – including The Promise and GIRFEC
- Deploying resources efficiently, overseeing budgets, and ensuring staff development
- Championing continuous improvement using audit, monitoring, and quality assurance methods
- Representing the service and Council at relevant groups and meetings, both locally and nationally
- Leading and developing your team in line with Moray’s Management Methods, with a strong focus on customer care and exceptional performance
