Are you a visionary leader, passionate about delivering outstanding services and driving real improvement for communities? Moray Council is seeking an exceptional Service Manager to take the helm of our Strategic Planning and Development function, playing a pivotal role in shaping the future of our local authority.

Your Role

As a Service Manager, you will be a high-value organisational leader, operating at the forefront of service delivery, professional standards and continuous improvement. You'll be the subject matter expert in your discipline, actively collaborating with our Extended Corporate Leadership Team (ECLT) and fellow Service Managers to develop innovative, integrated service models that deliver best value for our customers and service users.

You'll champion outstanding customer service, designing and deploying resources to make a tangible difference to communities across Moray, always aligned with the Council's strategic priorities and ambitions. Your remit will include leading the design and implementation of new systems, processes and technologies, and nurturing a high-performance culture that puts citizens first, every time.

Responsibilities

Key Responsibilities

  • To be responsible for the development, introduction, execution and monitoring of programmes to fulfil allocated tasks or projects, such as Moray Economic Strategy Action plans, Moray Growth Deal, Local Development Plan, Climate and Sustainability.
  • Working with key economic partners to ensure our strategic approach to economic development is kept current and the objectives of the Moray Economic Strategy are delivered.
  • Drive the leadership, management and administration of Developer Obligations, preparing guidance, overseeing payment collection, and managing long-term monitoring and spend of receipts.
  • Lead Climate and Sustainability initiatives, including strategy preparation, delivery and securing external funding (e.g. Just Transition).
  • Spearhead regeneration efforts, delivering Town Centre improvement plans/Masterplans to support economic growth, and overseeing UK Government funding programmes such as the Levelling Up Fund and Elgin Neighbourhood Board.
