We are looking for a Maintenance Officer to join an established Maintenance and Heritage team within Neighbourhood Services and Infrastructure.
This Function delivers a planned maintenance service, while also ensuring that facilities comply with statutory requirements and are safe for use. This service is delivered to Council as well external agencies and extends to approximately 1500 properties. These can include housing, schools, swimming pools, commercial property, private dwellings and miscellaneous other property.
You will carry out a full range of professional duties associated with quantity surveying and project management for the property and project work, procurement of PPM (Planned, Preventative Maintenance) contracts, PPM programme management, contractor and client meetings, cost review, payments, valuations, variations, works order placing, enquiries and preparation of cost/value reconciliations.
The services provided include undertaking a wide range of building alterations, extensions and minor new build developments, along with DDA alterations and works which improve the buildings energy efficiency.
You will lead and manage the School Investment Programme (SIP) contracts including facilities works, identification and reporting of defects and maintenance, undertaking/monitoring of lifecycle assessment and replacement, client, contractor and stakeholder meetings, cost reviews, payments, valuations, variations (including negotiating with contractor), order placing, enquiries and preparation of cost/value reconciliations and audits.
You should hold a qualification at SCQF 8, i.e., SVQ4, HND, Higher Apprenticeship in Building, Quantity Surveying or other relevant subject, or demonstrate a minimum of 5 years’ previous relevant experience.
You will be part of a team and will assist the Senior Maintenance Surveyor and Team Manager Maintenance and Heritage to provide a comprehensive maintenance service via a range of measured term/traditional contracts and bespoke servicing contracts.
You may be involved in developing projects through the various stages from procurement to on site works and completion. Direct involvement will vary between projects, but generally you should be a self-starter capable of working on your own initiative and be fully responsible for your own projects.
A sound knowledge of procurement, contract administration and project management is essential as is the ability to deal with contractual issues and CDM Regulations.
Experience of report writing is desirable as is knowledge of contract forms and procedures.
You should be able to travel efficiently and effectively between various work locations within Orkney to meet the operational requirements of the Service.
