Applications are invited from suitably qualified candidates to fill the position of Port Safety Manager in Orkney Islands Council, Marine Services.

Orkney has under its Marine Services 29 piers and harbours located throughout the Orkney archipelago, all of which are under the jurisdiction of the local authority, Orkney Islands Council, as the Statutory Harbour Authority. The diversity of marine business in Orkney is considerable, ranging from oil and gas to marine renewables, the UK’s most popular cruise ship destination and the provision of lifeline ferry services to the outlying regions of Orkney and mainline ferry services to the Scottish mainland and Shetland.
The Local Authority has, along with its funding partners, invested in piers and harbour infrastructure, VTS and land acquisition in support of the energy sector, and now has an approved strategic Harbours Masterplan for the next twenty years, which plans to lead the Harbour Authority into the net / zero carbon future for ports, harbours and marine industries The post of Port Safety Manager is viewed as crucial to the safe operation of harbour areas.

The candidate must:-
• Possess a minimum of a relevant marine, health and safety or environmental based degree (plus to be medically fit to board vessels at sea), and/or a minimum of STCW OOW certificate.
• have substantial relevant experience in a commercial port and /or marine / industrial environment.
• have detailed knowledge and understanding of Port /Marine operations together with a sound understanding of the Port Marine Safety Code.
• be able to travel efficiently and effectively between various work locations within Orkney to meet the operational requirements of the Service.

The Port Safety Manager reports to the Deputy Harbour Master: Marine and Safety and will manage and review the Harbour Authority’s Marine Safety Management System, undertake a risk management role within the area of Port Operations and carry out investigations as necessary. In addition, this role includes being part of the Harbour Authority’s emergency management team.
