Perth & Kinross Council Property Services provides professional services for the development, management and maintenance of a significant and diverse portfolio of public buildings. This includes secondary, primary and nursery schools, residential care homes, offices, day care facilities, civic buildings and a wide range of other non-domestic properties.

The Service brings together building management, design, construction, maintenance and procurement functions to ensure that all buildings are safe, legally compliant, well-maintained and fit-for purpose.

The Compliance Team manages a wide range of statutory servicing and maintenance contracts and plays a key role in maintaining compliance and informing planned maintenance programmes.

Role Purpose

The Compliance Officer (Mechanical) is responsible for ensuring statutory and regulatory compliance of mechanical systems across the Council’s non-domestic property estate. The role involves managing planned preventative and reactive maintenance contracts, auditing contractor performance, maintaining accurate asset and compliance records, and supporting continuous improvement to safeguard building users and the organisation.

This is a challenging and rewarding opportunity within a dynamic, multi-disciplinary environment, with a direct impact on public safety, service resilience and legal compliance.

Key Duties and Responsibilities

Contract and Compliance Management

  • Oversee Planned Preventative Maintenance (PPM) and reactive maintenance contracts for mechanical systems, including (but not limited to): heating systems (oil and gas), air conditioning and ventilation systems, commercial catering equipment, water management and sprinkler systems and dry risers.
  • Review servicing, inspection and testing reports, determine compliance status and formally instruct remedial works where required.
  • Ensure all statutory, servicing and certification documentation is submitted accurately, reviewed, recorded and retained within required timescales.

Audit, Assurance and Risk Management

  • Conduct audits of contractors to ensure compliance with statutory duties, contract specifications and Council procedures.
  • Identify non conformances, service failures or areas of risk and report findings to the Senior Compliance Officer with recommended corrective actions.
  • Undertake root cause analysis of compliance related incidents, system failures or recurring non conformances, identifying gaps in processes, training or contractor performance.
  • Contribute to internal and external audit processes, including the provision of evidence, action plans and follow up reporting.

Asset and Data Management

  • Develop, maintain and continuously improve an accurate asset register for all mechanical systems and associated equipment across the estate.
  • Ensure the availability and maintenance of up to date drawings, schematics and supporting technical documentation.
  • Provide compliance data, key performance indicators (KPIs) and reports to support operational planning, asset management and corporate reporting.

Procurement and Financial Oversight

  • Assist in the procurement of competent contractors, consultants and risk assessors, supporting tender specifications, evaluation and mobilisation.
  • Validate contractor applications for payment, ensuring works have been completed to the required standard and in accordance with contractual and compliance requirements.

Collaboration and Support

  • Work collaboratively with colleagues across Property Services and the wider Council to support compliance, asset planning and service delivery.
  • Provide support to other planned preventative maintenance disciplines as required to support team resilience and service needs.
  • Escalate significant compliance risks, safety concerns or systemic issues in a timely manner, recommending proportionate mitigation measures.

Essential Requirements

  • Qualified Gas Engineer and/or Plumbing & Heating Engineer, or HNC in Building Services or a related discipline.
  • Substantial experience working with mechanical systems within a building services or estates environment.
  • Detailed knowledge of statutory and regulatory compliance requirements for mechanical systems.
  • Proven experience in managing contractors and monitoring compliance and performance.
  • Strong planning and organisational skills, with a demonstrable ability to manage workloads and meet strict deadlines.
  • High level of attention to detail; accuracy is a critical and non negotiable requirement for this role.
  • Experience producing compliance reports, performance data and audit information.
  • Proficiency in IT systems, including Microsoft Office and asset or facilities management systems (e.g. CAFM).
  • A valid UK driving licence as this post requires you to travel to locations throughout the Perth & Kinross Council area

Desirable Requirements

  • Legionella Awareness Training.
  • Knowledge of the Water Supply (Water Fittings) (Scotland) Byelaws 2014.
  • Experience working within a public sector, local authority or large multi site estate.
  • Experience contributing to Planned Maintenance or Asset Management programmes.
