Pullar House, Perth
You will be an integral member of the Locality Housing Team working closely with Housing Officers and Housing Assistants to deliver effective tenancy and estate management services. Responsibilities will include estate inspections, environmental checks, and assisting with tenancy-related tasks to maintain safe, clean, and well-managed estates.
This post will be based in either our City Team or our North Team.

By engaging with tenants and residents, addressing issues promptly, and promoting tenant involvement, this role contributes to the Council’s vision of creating vibrant, inclusive communities and delivering services that reflect fairness, respect, and accountability.
Key Responsibilities
- Conduct routine inspections of communal areas and grounds.
- Identify and report hazards, repairs, anti-social behaviour, and health & safety concerns.
- Monitor cleaning and grounds maintenance standards; liaise with contractors as required.
- Perform fire safety and health & safety checks in line with policy and procedure.
- Assist with tenancy audits, property visits, and occupancy checks.
- Support new tenant sign-ups and provide basic housing advice under supervision.
- Address minor tenancy breaches (e.g., low-level ASB, garden issues) through letters or follow-up visits.
- Act as first point of contact for tenants/residents during estate visits.
- Encourage tenant participation in estate improvement initiatives.
- Maintain accurate records of inspections, actions, and tenant/resident interactions.
- Update housing management systems with estate-related data.
- Prepare reports on estate conditions and compliance for Housing Officers.

- Monthly estate inspections completed.
- Percentage of issues resolved within target timescales.
- Tenant/Resident satisfaction with estate management services.
- Accuracy and timeliness of system updates.
- Compliance with health & safety.

Skills & Experience Required
Essential
- Experience in housing or customer service.
- Ability to work independently and collaboratively.
- Strong communication and interpersonal skills.
- Basic IT proficiency (Microsoft Office, housing systems, record-keeping and report writing).
- Willingness to work outdoors and undertake lone working (with risk assessments).
Desirable
- Knowledge of social housing legislation and tenancy management.
- Holding NVQ Level 2 in Housing Practice or a willingness to achieve it.
