We are recruiting for an IT Project Assistant – GIS  Analyst (fixed term until 31 March 2027) to join Perth and Kinross Council's Data Services team, to work on our Data and Analytics programme, a key part of the Council’s Digital Strategy. 

The Data Services team provides a wide range of data and analytics services to the Council:

  • Platform management and user support: Managing the Council’s GIS platform (ESRI ArcGIS Enterprise, ArcGIS Online, ArcGIS Pro) and MS Power BI, alongside training, support and advisory services for users.
  • Corporate Address Gazetteer (CAG): Maintaining and developing high-quality address data that underpins a wide range of council services and statutory reporting.
  • Data engineering: Building data pipelines using Safe Software FME, which is used to manage the flow of data into the Council’s corporate data platform.
  • Data custodianship services including data quality management, improvement and distribution of datasets to both internal and external users.
  • Data and GIS analytics services: Creating and managing web maps, apps and dashboards based on the needs of the Council and our partners.
  • Training, support and advisory services for users.
  • Awareness raising, producing high-quality publications illustrating the value of data and analytics to the organisation.

As a Project Assistant within the team, you will provide general assistance across our GIS and spatial data services such as working directly on the Corporate Address Gazetteer, developing GIS applications or supporting data engineering workflows. There will also be opportunities to work with staff responsible for the Power BI platform, providing an end-to-end professional analytics service.

Skills & Experience Required

We are seeking an individual with excellent technical, analysis, communication and time management skills, who can demonstrate readiness to quickly become productive members of the team.

You will be educated to HNC level in an appropriate discipline or have equivalent operational experience in a relevant professional environment.

You will have a creative, positive attitude; an awareness of data and analytics technologies and methods; and an informed, professional approach. You must be able to communicate fluently orally and in writing and should have good organisational and facilitation skills.

You will be able to demonstrate understanding, knowledge and experience in some of the following technical areas, with a particular emphasis on spatial data and GIS:

  • GIS and Analytics technologies, for example ArcGIS or QGIS.
  • Analytical problem solving skills, including the ability to work with spatial datasets to identify patterns, trends and insights.
  • Spatial analysis and statistics including techniques relevant to spatial statistics and location-based analysis.
  • Data visualisation and storytelling, with experience in presenting spatial data through maps and dashboards to convey compelling narratives.
  • Data management and quality, with an understanding of approaches to data governance, metadata, and data quality improvement.
  • Data modelling and data cleansing, including techniques for preparing spatial and tabular data for analysis.
  • Communications skills including the ability to translate technical concepts into non-technical language.
  • Organised and self-motivated, managing priorities and supporting project planning activities.
  • Work collaboratively within teams, actively engaging and supporting colleagues and stakeholders.
  • Support project planning and delivery through an understanding of project management principles.
