Do you have the ambition, drive and resilience to become Perth & Kinross Council’s trusted internal expert and lead for digital, data, technology-enabled innovation and customer services? If so, we would like to hear from you.

We are looking for an experienced and self-motivated digital professional to join our forward-looking IT Management Team as an IT Service Manager – Digital.

Working collaboratively with the IT Service Manager – Operations within a complex and changing environment, you will be responsible for influencing and leading the strategic direction of high-quality innovative digital, data and customer services across Perth & Kinross Council.

You will play a pivotal role in providing professional insight and expertise, to guide and support senior managers, Elected Members and Council business leads, for which a substantial breadth and depth of relevant digital / technical knowledge and capabilities is required.

Requirements

Degree / HND or demonstrable relatable experience over a sustained period of at least 5 years or equivalent (i.e. Professional Qualification in a subject area relevant to the post).

Experienced in developing and working with formal governance structures and risk management, you must:

•    Drive the agendas for the Council’s Digital and Customer Services Boards and the Data & Analytics Steering Group
•    Have results-driven organisational, programme, project and planning skills and be proficient in delivering quality outcomes to time and budget 
•    Demonstrate a data-driven mindset for service excellence and customer satisfaction
•    Be a confident communicator, able to engage, motivate and bring disparate interests together for better shared outcomes
•    Have an appetite for working within the wider public sector to advance the national digital agenda within Perth & Kinross
•    Be committed to developing and empowering staff while effectively holding them to account.

Responsibilities

You will be primarily responsible for:

•    Leading delivery of the Council’s Digital, Data & Analytics and Customer Services Strategies.
•    Demonstrating the art of the possible: leading digital and data innovation; horizon scanning to identify emerging digital trends and translating these into practical, achievable change initiatives that deliver value for the Council.
•    Collaborating with IT and Business managers to develop a new Digital Business Partner Model, shaped around a professional centre of excellence, that embeds shared accountability for identifying and delivering “One Council” digital initiatives and digitising business processes.
•    Providing informed strategic insight, advice and direction for optimising existing digital solutions to improve the Council’s services, and developing compelling business cases to secure initiative funding.
•    Consolidating and leading Customer Services within an integrated, citizen-centric function.
•    Maturing the Council’s established employee and customer platforms to peak performance, including leading initiatives to grow platform use and driving effective benefits realisation. 
•    Leading, designing and implementing new “One Council” solutions in emerging areas such as IoT, AI and automation.
•    Providing oversight, scrutiny and challenge for the Council’s application landscape to reduce duplication; enabling more joined up data and driving efficiencies.
•    Driving the Council’s Data and Analytics Strategy: creating a consistent, structured environment in which data tools, quality and capabilities are effectively managed; reshaping the Council’s data landscape and embedding effective data use to derive quality intelligence that informs efficient, targeted services.
•    Growing organisational capabilities and confidence around data literacy and digital skills.
•    Acting as Head of Establishment for IT’s base at Carpenter House, with responsibility for Health and Safety and Business Continuity Planning.

The Individual

To succeed in this role you will need demonstrable experience and a proven track record in initiating, leading and delivering digital change at an organisational level.

You will be comfortable with uncertainty, adaptable, adept at bringing people along on a change journey and able to positively influence, and collaborate with, a wide range of stakeholders.

You will have the informed vision, intellectual flexibility and contextual awareness required for driving the use of digital and data to deliver innovation within the complex, dynamic public sector environment.  This will also demand personal integrity, diplomacy and an appetite for navigating the technical and cultural challenges this generates.
