The role mainly will be focused on short term lets licensing although the successful applicant also will be expected to carry out work in relation to other areas of licensing, such as taxis and a variety of business licences. The role sits within a small team.

The successful applicant will be responsible for engaging with applicants and Licence Holders for the duration of the licence as well as guiding them through the licensing process, dealing with complaints, and carrying out inspections and enforcement.

The role contributes to the administration and oversight of the Short Term Lets Licensing scheme in terms of the processing and granting of applications/licences, attending at Licensing Committee Meetings where required, supporting team members and assisting development of guidance, policy and procedures.

Requirements

Seeking compliance and employing enforcement tools is a key aspect of the role, so experience of a regulatory environment is preferred.

You will have excellent communication and negotiating skills which you will use daily when speaking with Licence Holders, members of the public and stakeholders alike. Integrity and impartiality when assessing and reviewing situations are imperative, as is a temperament that lends itself to dealing with challenging situations in a calm and measured manner. You will be required to develop and maintain relationships with key stakeholders both within and outwith the Council.

Licensing Enforcement Officers largely work autonomously so excellent organisational skills, self-motivation and the ability to prioritise your workload effectively is important.

The remainder of your time will be spent working alongside Licensing Assistants and fellow Officers in a collaborative manner to support all team work and to provide the public with the most efficient and proactive approaches to the work.

The successful candidate will also be expected to carry out the role of Licensing Officer in relation to other aspects of licensing, including alcohol licensing, civic government licensing and landlord registration, where required.

While knowledge of licensing would be advantageous, training will be provided to the successful candidate.

You must have a valid UK driving licence as this post requires you to travel to a variety of locations across Perth and Kinross.
