Housing Compliance Team, Pullar House, Perth

The Housing Repairs Service, Housing Compliance Team are recruiting a Project Manager to manage and monitor the regulatory obligations and statutory requirements of cyclical servicing and maintenance (Compliance) of many systems and items of equipment in the Council's existing housing stock, including domestic dwellings, multi-storey flats and our sheltered housing complexes. These systems and items of equipment include, but are not restricted to the following:

Lifts
Electric Wet Heating Systems
Heat Pumps and Renewable Technologies
Solid Fuel
Water Testing
Asbestos Testing and Removals
Fire Alarms, Emergency Lighting, Fire Fighting Equipment
Lightning Conductors
EICRs
Gas Servicing (Domestic and Commercial)
Sprinkler Installations

The servicing and maintenance of the service areas above are a key part of what the Housing Repairs Service are responsible for delivering and tie in with Housing’s wider key strategic priorities.

The post holder will work on a hybrid approach based in Pullar House but also working from home; they will be a key member of the Housing Repairs Service, Housing Compliance Team and will be expected to undertake a range of Project Management duties involving the planning, supervision and delivery of service and maintenance works on construction related projects to improve the Council's housing stock. The post holder will be responsible for the supervision of two Technical Officers who will assist in the delivery of the servicing and maintenance obligations.

The post holder will be responsible for ensuring the regulatory obligations and statutory requirements are met through the delivery of the contract works and that standards and targets are met; they will also be responsible for monitoring contractor performance against pre-set KPI's.

The successful applicant needs to possess good communication and interpersonal skills along with a commitment to customer care as many of the duties carried out will involve consultation with tenants, owner occupiers and also liaison with other Council Services, utilities and external agencies. The post holder will also be expected to demonstrate a commitment to Health & Safety.

Requirements

Applicants must have relevant experience of working in a compliance environment within housing, property or construction, with a strong track record of successful project delivery and project management. 

The applicant must have experience of project management and project planning techniques and be familiar with quality management and financial monitoring processes. They must have a good knowledge of building construction and be used to working with contract documentation. 

An HNC/HND or equivalent in property, surveying or construction and a Project Management qualification;    

The applicant must have a thorough knowledge of the CDM Regulations and be suitably trained to carry out the role of Principal Designer.

Applicants must hold a current Project Management related qualification (e.g. PRINCE2).

In order to undertake this role, you must have experience of working in Compliance aspects of Servicing and Maintenance of Housing assets, including the management of Servicing and Maintenance (Compliance) contracts that have regulative and legislative requirements for elements such as Gas, Electricity, Asbestos management, Legionella/water testing, sprinkler installations, firefighting and emergency lighting installations amongst others.  

Applicants should be effective communicators and have experience of working with Microsoft IT packages including MS Project, and be proficient in the use of Excel spreadsheets.

The successful applicant must hold a valid full UK Driving Licence as there will be a requirement to travel to various locations within Perth & Kinross.  

Responsibilities

Your main responsibility will be to manage, monitor and oversee the Servicing and Maintenance contracts for the Council’s housing stock. 

Your role will be to lead and manage these contracts to ensure that a high standard of statutory compliance, servicing and related repairs are carried out for the Council’s Housing assets.

In carrying out this role, you will also ensure that houses meet the Scottish Housing Quality Standard, including the Energy Efficiency Standard for Social Housing (EESSH), and the locally agreed Perth and Kinross Housing Standard.
