An exciting opportunity has arisen within the Housing Division of the Communities Service. We are looking for an energetic, self-driven, creative and influential individual for the role of Project Manager – Housing. This is a fixed term position for 18 months.

Reporting to the Service Manager (Housing), you will be responsible for a variety of Housing-projects across a number of different Housing Teams.

You may be required to perform duties other than those given in the job description for the post. The particular duties and responsibilities attached to posts may vary from time to time without changing the general character of the duties or the level of responsibility entailed.

You will be responsible for: 

  • Leading, directing, and supporting the planning, procurement (where applicable), development, and implementation of Housing projects including specialist IT and systems-related projects.  
  • These include enhancements to warden call technology in Older Persons’ Housing, improvements to the case management system used by the Housing Support Service, leading on Service Reviews.  
  • The aim is to identify and deliver the most suitable solutions for the Housing Service, staff and customers, ensuring services are efficient, effective, and future-proofed.  
  • Leading these projects in close collaboration with colleagues from a range of different service areas.   
  • Preparing and presenting business cases for approval by the Housing Management Team.  
  • Driving and supporting the development, design and delivery of housing projects.  
  • Develop and lead the key milestones and actions to ensure performance targets are met, support around business improvement methodology is available and that timescales are monitored. This will enable the Council to maintain effective project management of the programme aligned to the corporate objectives and to provide assurance to tenants, Scottish Housing Regulator, Care Inspectorate and Elected Members.   

The standard hours of work for this role are Monday to Friday from 8.45 to 5pm but due to the level and the nature of the post, there will be an expectation that you will work flexibly in order to meet key timescales and deadlines.

Skills & Experience Required

We are looking for a self-motivated individual who is able to work on their own initiative with minimal supervision and can resolve problems independently, can explore and offer innovative and creative solutions and work to a “Think YES” approach.

You should be educated to degree level. A knowledge of the housing environment is beneficial, along with a good awareness and understanding of the current challenges facing the housing sector. Knowledge of IT systems and technology sector would be helpful too.

You should have experience of working across organisations and should have experience of and be effective in developing external and internal relationships.

You should have excellent attention to detail, precise data capturing and experience of preparing complex plans and reports. You should have proven IT and computer skills.

Having strategic awareness is useful including a broad awareness of issues, events and activities and a perception of their longer-term impact or wider implications.

You will be able to ensure high standards of work performance and application of customer care standards. You will treat colleagues and customers in accordance with Perth and Kinross Council’s Employee Values & Behaviours and the Employee Code of Conduct.

You should also demonstrate confidentiality, discretion and diplomacy at all times.

You must be able to cope with the demands of the post and attend regularly and you should be resilient and able to maintain stable performance under pressure/opposition.

You should have excellent communication (written and verbal) skills and the ability to convey information in a concise but meaningful manner appropriate to the audience.

You should be flexible in your approach and attitude and be able to successfully adapt to changing demands and conditions. You should be able to work to deadlines and under pressure coping with competing demands.

You should have excellent planning and organisational skills– organising and scheduling events, activities and resources. Sets up and monitors timescales and plans.

You should be effective at team working and focusing on inclusion and ensure that you work collaboratively within a small unit.

You should be able to critically assess implications of new initiatives, using strong problem solving and decision-making abilities showing an ability to analyse issues, breaks them down, make systematic and rational judgements based on relevant, available information.

You should ideally have a full UK driving licence as there will be occasions where you are required to travel to a variety of locations across Perth and Kinross.
