To lead, manage and inform the Council’s property condition, lifecycle investment, and planned maintenance programmes across the operational estate. The role ensures all assets have, sustainable and aligned with corporate priorities, while maximising value from capital and revenue investment.

Key Duties & Responsibilities

  • Lead the strategic planning and delivery of suitability surveys and Property asset management plans
  • Drive estate optimisation by reducing vacant and underperforming properties while improving utilisation
  • Manage the Corporate Property Asset Management Group, co-ordinating multiple service requirements, and requests
  • Represent Property Services at the Strategic Investment Group
  • Contribute to community planning, place-based working, and service transformation initiatives
  • Prepare reports and recommendations for senior officers and elected members, including capital programme priorities
  • Prepare yearly statistical returns to Scottish Government
  • Support and contribute to property estate reviews and feasibility studies for capital projects
  • Develop and manage capital planning and programming functions in line with current and future service needs
  • Manage, supervise, and develop staff within the asset management team
  • Lead the development and early-stage implementation of long-term lifecycle investment programmes
  • Provide professional property advice to senior officers and stakeholders
  • Monitor and control capital and revenue budgets
  • Procure and manage external consultants in accordance with public sector procurement legislation
  • Support delivery of Net Zero targets, energy efficiency, and climate resilience programmes
  • Maintain and improve asset data through digital systems
  • Establish and monitor KPIs and performance frameworks
  • Support reactive and emergency works where required

 Essential Requirements 

 

  • Experience in property asset management, capital projects, and investment planning
  • Proven experience of managing teams and delivering programmes of work
  • Experience of analysing and using data to inform decision-making and outcomes
  • Experience working within a political environment 

 

 Desirable Requirements 

 

  • Experience using asset management systems and data analytics tools
  • Experience of delivering long term asset strategies
  • Experience in estate rationalisation and service transformation programmes 

You must have a valid UK driving licence as this post requires you to travel to a variety of locations across Perth and Kinross.
