An exciting Opportunity has arisen to employ a Structural Engineering Projects Officer. This post will form part of the Energy and Engineering Team within Property Services. The role will allow the Individual to develop and deliver Structural Engineering activities, projects and carry out detailed surveys within Perth and Kinross Council's Property Estate.

This will include providing structural engineering support for new build projects and refurbishment of existing properties such as schools, libraries, leisure centres and all other public buildings and associated structures.

The role would require the ability to complete designs, briefing documents, specifications and carry out project/contract management relating to the Structural Engineering discipline. Carrying out Structural assessments of existing PKC Non- Domestic buildings and structures to determine future planned maintenance works are also a key function of the role.

For larger scale projects there is an expectation the post holder will produce detailed briefing documents to engage and manage external Structural Engineers to undertake detailed designs.

There will also be a requirement to support the reactive maintenance team, working throughout the council’s estate advising on essential structural repairs where necessary. To aid in this process the postholder will be required to manage and monitor the structural concerns module in the Concerto property management system.

Other duties associated with the role may include the following:

• Deliver best practice principles for the specialism ensuring they are implemented and maintained in all appropriate aspects of construction design, procurement and reporting of construction activities.

• Responding to queries and complaints from a variety of internal and external customers ensuring key stakeholders are provided with clear information relating to the work area.

• Represent the Property Service as required on National or other Working or Management Group meetings, other Services, outside bodies and community representatives.

• Maintain a high level of commercial awareness including the management of resources and activities within a business environment.

• Provide technical and procurement advice and support the Council’s front-line services on issues including, preparation of budgets, option appraisals, feasibility studies, procurement options, quality control and sustainable construction.

Skills & Experience Required

We are looking for an individual who has experience within design, surveying and project management relating to the specific Structural Engineering discipline within a Building and Construction Environment.  To undertake the role, we require excellent planning and organisational skills along with the ability to complete and implement projects within target deadlines.  Must be capable of developing innovative solutions and provide technical support to other areas of the service and council.

Self-motivated and confident with excellent communication skills to establish good working relationships.  Working on your own initiative or  as part of a multidisciplinary team of Architects and other Engineering staff you will engage effectively with a wide and diverse audience including Technical and Non-Technical individuals.  Some supervisory skills are required for mentoring junior members of staff where necessary.

You should have a Degree in Structural/Civil Engineering.

It is expected that the individual will have excellent IT skills and be suitably qualified with a relevant Structural/Civil Engineering degree. It is also essential to have a good working knowledge of, AutoCAD, NBS, STRUCAD, and other appropriate systems, calculation/design packages to allow for the effective delivery of  Project activities relating to Structural Engineering design.

It would also be an advantage if the individual had experience of  managing different forms of contracts such as NEC 4 and have the ability to administer these effectively.

A sound knowledge of Health and Safety including CDM regulations 2015 are also required. Experience of  undertaking the duties of a Principal Designer would also be beneficial but not essential.
