An exciting opportunity has arisen in our newly formed Community Support and Enforcement Team (CSET) for Community Support & Enforcement Senior Officers.

You will be responsible for the supervision of a team of Community Support & Enforcement Officers and Concierge. The team has a wide-ranging remit dealing with Parking, Community Safety, Civil Contingencies Emergency Response, Community Resilience and Visitor Management. This fast paced and varied role will involve planning and managing the team’s work, working with partners and communities to tackle parking issues, develop local resilience and community safety whilst ensuring excellent customer service standards within the team. This role will also involve line management responsibilities and will deputise for the Community Support & Enforcement Coordinator (Anti Social Behaviour).

You will communicate with our customers using various methods of contact including face to face, telephone and through written correspondence.

You will be responsible for ensuring that our Officers are correctly briefed, equipped and supported to carry out their role ensuring that the team are maintaining high standards work whilst carrying out their roles and that the relevant legislation is applied correctly, carrying out quality of work reviews as required.

You will be required to analyse a range of information and statistics to support the team in all aspects of its remit.

This role involves working shifts, working 5 days out of 7 on a rota between the hours of 07:45 and 21:00.

Skills & Experience Required

We are looking for enthusiastic and self-motivated individuals who are pro-active and effective communicators, with a polite and discrete manner and excellent problem solving and customer service skills.

You must be willing to participate in the team’s standby rota, to ensure adequate emergency response capability and provide supervision support in the event of an incident.  You will also have the ability to act and make decisions under pressure whilst being able to cope with fast paced and changing environments and demands. In addition, you will be able to identify and react to concurrent risks and issues.

We are looking for excellent team players who understands the need to work collaboratively with colleagues across Perth & Kinross Council in addition to our external partners, recognising and valuing other people’s strengths.

You must be able to work on your own initiative in an organised and structured manner with minimal supervision and have a proven track record in delivering excellent customer service.

You must be flexible, maintain a high level of attention to detail, and be able to multitask and prioritise your work and the work of others, whilst meeting legislative deadlines.

You will be able to identify and resolve problems independently at an early stage, offer solutions and work to a “think yes” approach, putting the customer first.

You should have a non-judgemental attitude, be empathetic and sensitive to the needs of our customers and always maintain confidentiality, in line with Data Protection.

You should have the flexibility and adaptability to respond to the constantly changing world of work, excellent leadership and management skills to coach and mentor staff through change and have a strong customer focus.

As this role will have its challenges, it’s crucial that you are resilient to deal with these and any hurdles you may encounter, and that you have strength of character and are solution-focused to achieve the intended outcomes.

Being able to demonstrate a good working knowledge of the various Legislation pertaining to the team would be beneficial and professional best practice is required, as well as a thirst for keeping your own learning up to date and be open to ongoing personal development.

You will be computer literate with proven IT skills and competent in the use of all Microsoft packages.

Desirable Skills and Experience:

  • Significant experience or equivalent of working in an enforcement environment.
  • A relevant City and Guilds SCQF level 6 award, preferably based on passes at SCQF Level 5 in Conflict Management in Parking Enforcement and SCQF Level 5 in Roles and Responsibilities of Parking Attendants or equivalent.
  • City & Guilds Parking Team Leader & Supervisors Training.

You must have a valid UK driving licence as this post requires you to travel to a variety of locations across Perth and Kinross.
