You will assist the Depute Street Lighting Partnership Manager in the management of the works within the Street Lighting Team.
You will deputise in his/her absence, and supervise staff in the design and project monitoring of works.
You will ensure that professional standards are maintained and compliance with appropriate legislation, recommended standards and Council Policy.
The Street Lighting Partnership is responsible for a wide range of technical work and staff may be required to carry out other tasks within the Partnership area, compatible with their abilities, as its priorities might require.
Main Roles and Responsibilities
The post holder will assist in undertaking a range of duties and responsibilities associated with all aspects of the Street Lighting Partnership’s workload, including deputising for the Depute Street Lighting Partnership Manager as required.
- Undertake the day-to-day management of Perth and Kinross Council’s street lighting operation, ensuring that planned and reactive maintenance activities are delivered in accordance with appropriate Specifications, Codes of Practice, Government legislation and Standing Orders, while maintaining the section’s performance, profitability and levels of service.
- Contribute to the achievement of targets set out within the Street Lighting Service Partnering Agreement, including both Perth and Kinross Council and Tayside Contracts service objectives.
- Through subordinate staff, prepare and implement inspection and routine maintenance programmes for street lighting and illuminated signs, including statutory electrical inspections of the street lighting network. Where required, identify and develop options for remedial works and determine priorities in accordance with inspection findings.
- Supervise and manage routine maintenance activities through the asset management system, ensuring that all programmes of work and associated inspections are undertaken in compliance with relevant legislation.
- Through subordinate staff, prepare prioritised programmes of annual and future-year planned maintenance works for street lighting, informed by inspection findings and analysis of the computerised asset management system.
- Supervise staff preparing design works to replace, upgrade or maintain street lighting infrastructure, and prepare associated contract documentation, including lighting and electrical designs for the works identified.
- Supervise and manage the construction of planned maintenance works, whether by Tayside Contracts or external contractors, ensuring Specifications, Codes of Practice Health & Safety and Electrical legislation are adhered to and safe working practices are implemented.
- Provide electrical advice to other Council services, outside bodies, the public and community representatives and attend meetings as required.

Skills & Experience Required
- HNC in Electrical Engineering
- Knowledge of Client/Designer Duties under CDM Regulations 2015
- Knowledge of New Roads & Street Works Act 1991
- Knowledge of the Electricity At Work Regulations 1989
- Knowledge of the IET Wiring Regulations BS7671
- Knowledge of Code of Practice for Road Lighting BS5489
- Experience in the design of street lighting and electrical schemes.
- The ability to supervise routine maintenance programmes for street lighting and illuminated signs via asset management system.
- The ability to supervise planned maintenance programmes based on inspections and interrogation of asset management system.
- The ability to provide electrical advice to other Council services, outside bodies, the public and community representatives.
- Ability to meet deadlines, respond to queries and generally deal with all customers (either internal or external) in an appropriate manner.
- Good inter-personal skills including diplomacy.
- The ability to respond to complaints and enquiries within set deadlines.
- Ability to treat customers/clients and colleagues in accordance with the Council’s policies on equalities and dignity at work.
- Knowledge of the Health & Safety at Work Act 1974 and CDM Regulations 2015.
- Ability to carry out Design Risk Assessments.
- Knowledge of Quality Assurance Procedures.
- Experience of working both within a team environment and on own initiative.
- Ability to delegate and organise.
- Good written and verbal communication skills.
- Ability to communicate clearly and effectively with the public, elected members and other professionals.
- Ability to make decisions based on research/analysis and the application of relevant statutory regulations.
- Ability to resolve problems independently and/or refer if necessary.
- Ability to work to set timescales and within budgets.
- Computer literate including AutoCad and Lighting design software.
- You must have a valid UK driving licence as this post requires you to travel to a variety of locations across Perth and Kinross.
- Ability to cope with the physical demands of the post and attend on a regular basis.
- Ability to have a flexible approach to working hours or location, and to the varying duties of the post.
