We have an opportunity within the People and Culture team for a highly motivated individual who leads by example.

The successful candidate will be a role model for our values and behaviours operating in a way that demonstrates ambition, compassion and integrity daily, as well as being flexible and demonstrating visible, values led leadership.

You will be committed to the development of the People and Culture division and the wider Council workforce.

This post is part of the People & Culture Management Team with responsibility for staff, and budgets.

As Team Leader, Resource and Change you will be responsible for the leadership, professional direction and effective management of several professional People/HR teams: Employment Equality and Policy, Youth Pathways, Organisational and Workforce Change, Resourcing and Workforce Planning, setting strategic direction and ensuring consistent, high quality delivery across the Council.

This post requires an experienced HR leader with vision and drive to develop the employment framework as the Council changes how it operates.

It is important that you can demonstrate strategic awareness of issues which affect local government, especially those relating to people.

This is a rare opportunity to shape how People and Culture operates at a corporate level influencing workforce strategy, organisational design and fair work outcomes at a time of significant change.

You will play a visible leadership role in embedding modern, inclusive and sustainable people practices that directly support the Council’s ambitions and the communities we serve.

You will act as a senior professional adviser to Executive and senior leaders, providing authoritative People & Culture advice and contributing to corporate governance, leadership forums and committees as required.

Skills & Experience Required

You will have experience and strong expertise in understanding organisational needs and interests as well as in leading and supporting the design of solutions, strategies and policies. As a result, you will bring insight, evidence, expertise, support and challenge in your role.

You will have the ability to influence with credibility and confidence at senior and executive level, and work in partnership with others including trade unions and external stakeholders.

You will have the technical and professional competence to provide clear, unambiguous advice, guidance and support of strategic and operational People/HR matters across the remit of the role with demonstrable experience in job evaluation and equality.

You will provide strategic leadership on equalities, fair work and job evaluation, ensuring the integrity, consistency and governance of corporate processes.

You will bring innovative thinking to deliver impactful actions.

Excellent communication, organisational, and leadership skills are essential, as well as the ability to work collaboratively to lead and manage multiple projects effectively.

In this role, you will lead the development and implementation of People/HR policies and operational strategies, ensuring compliance with employment legislation, case law, national agreements and professional standards, ensuring that the Council’s objectives are met efficiently.

You should hold a professional qualification in a relevant business discipline and be CIPD Level 7 qualified (or equivalent) with Chartered MCIPD status, and use these to maintain high standards and best practice.

You will have a strong personal value base which aligns with our ambition of collaboration, co production and empowerment of the communities we serve, championing innovation, continuous improvement and best value.
