Working in the Business & Place Development team within the Council's Planning and Development service, the postholder will play a key role in assisting the Vacant Property Development Officer in co-ordinating actions and investment to secure the re-use and adaptation of empty, vacant and underused residential and commercial properties in the Perth and Kinross area. You will give advice and guidance to property owners for the purposes of surveys, actions to bring properties back into use, as well as guidance in relation to sources of funding. You will also administer and process such Council property related grant schemes that are in operation and will maintain details and databases in respect of vacant properties. The post also has an important role in liaison with external agencies and internal colleagues in respect of the Council's Empty Homes, Housing and Revenues (Council Tax) functions. This is an exciting, challenging and rewarding post that plays a key role in developing and implementing place based strategies and to the improvements in the attractiveness of Perth & Kinross as a location to live, work and invest.
The successful candidate will ideally be educated to degree level in a relevant subject (eg Planning, Housing or Surveying) and will have:
•Practical knowledge of building, planning and housing legislation and procedures relating to building improvement or conversion
•Skills in organisation both personally and in relation to teamwork
•Familiarity with project planning and development
•IT competent, especially with Microsoft Word, Excel and e-communication
•Ability to manage and prioritise workload
•Experience of working with a Housing Association or Local Authority housing investment or housing strategy or property development
•Experience of working in a property related field such as property letting or development

In addition, it is expected that the successful candidate will be able to demonstrate the ability to work under pressure, flexibly, to tight deadlines, and with a strong commitment to customer care.
