Who we are:

Renfrewshire Valuation Joint Board is an independent public authority that was established by The Valuation Joint Boards (Scotland) Order 1995.

What we do:

Provide a professional valuation and electoral registration service for the Renfrewshire, East Renfrewshire & Inverclyde Council areas in respect of compilation and maintenance of the Valuation Rolls, Valuation (Council Tax) Lists and Registers of Electors.

Who are we looking for:

Principal role is to support the effective delivery of RVJB services by co-ordinating, supporting and as required deputising for the Divisional Assessor in the leadership, management and direction of a valuation section. You will also lead a team of professional, technical and where appropriate, administrative and clerical staff in compiling and maintaining the Valuation Roll and Valuation List for a designated area of responsibility.

You will also be responsible for disposing of Council Tax proposals and appeals which will involve presenting Council Tax cases before a formal appeal hearing acting as advocate by leading staff as witnesses. You will also be responsible for the discussion and negotiation of appeals with taxpayers and professional agents, preparing cases and giving evidence as an expert witness, provide professional opinion at First and Upper Tier Tribunals.

Applicants should be a Member of the Royal Institution of Chartered Surveyors (Valuation Faculty) and have practical experience of all types of subjects as well as the understanding of the law and valuation methods necessary for Rating and Council Tax. You should also have experience of preparing for appeal cases and appearance as an expert witness. It is desirable for you to have achieved a managerial qualification.

You should also have an excellent knowledge and understanding of the legislation and case law for Rating and Council Tax purposes and effective knowledge of the principles of good management practice. You will also possess excellent time management, written and oral communication skills.

Applicants must also have excellent negotiation skills and effective IT knowledge. You will have a positive, professional, and responsible attitude, coupled with commitment and the proven ability to work under pressure while ensuring strict deadlines are achieved. You will have the ability to lead a team and it is desirable if you have experience of supervising staff.

 

A full driving licence and use of a car for business purposes is essential for this role.
