Role Purpose

Scottish Borders Council have an exciting opportunity to join its Corporate Procurement Service as a Procurement Officer. Working as member of a small team, a Procurement Officer is responsible for carrying out a broad range of procurement activities in order to deliver internal service requirements and contribute to the development and delivery of departmental strategies and objectives.

The Procurement Officer will interact with officers across the Council, to understand their requirements, and guide them through an appropriate and compliant procurement process, with appropriate support in place. They will be responsible for, and manage end-to-end, several concurrent procurement projects, which will range from Quick Quote exercises, through framework call-offs, up to complex and high value regulated tenders.

Candidates will have previous procurement experience, preferably in the public sector, and will ideally be qualified to CIPS level 4 Diploma but candidates with other relevant qualifications or who are able to demonstrate equivalent relevant experience, knowledge and skills necessary to undertake the role are encouraged to apply. The role is hybrid. Occasional attendance at the office will be required, especially at the outset of the appointment.

The Council may, at its discretion, offer an applicant the role of Procurement Assistant on a Career Pathway. This option will be available to candidates who do not meet all the essential criteria but can demonstrate sufficient skills, knowledge, experience for the Assistant role as well as the potential to progress to Procurement Officer within 1-2 years of appointment.

The Career Pathway will consist of a structured training and development programme to achieve the necessary competences and an appropriate qualification, with automatic appointment to the role of Procurement Officer upon successful completion.

Essential

CIPS level 4 Diploma or equivalent qualification
OR Demonstrate equivalent relevant experience, knowledge and skills necessary to undertake the role
