The main duties of staff are covered by the Scottish Negotiating Committee for Teachers, and are outlined in the SNCT Handbook.

The role of the EO Manager is to assist the Quality Improvement Officer (ASN), in the conduct of the Educational Outreach Services (Additional Support Needs (ASN)) affairs. The Outreach Services affairs should be conducted to the benefit of the pupils and the community it serves by pursuing objectives and implementing policies set by the Council under the overall direction of the Children’s Services Director.

The Education Outreach Manager will assist the Quality Improvement Officer (ASN) as directed, in:

  • the leadership, good management, strategic direction and quality delivery of Education Outreach Services (ASN) to meet the needs of children and young people with Additional Support Needs in schools, early years and other settings across the authority

  • the line management of all Education Outreach Services (Additional Support Needs) (EOS ASN) staff across the specialist areas of: Visual Impairment, Hearing Impairment, Language and Communication difficulties, Home Link Service, Pre-School Home Visiting Service, Services for Autism Spectrum Disorder/Social Communication Disorder, Social Emotional and Behavioural Needs, etc.

Note:

-internal staff within the SEBN base and the PSHV service will continue to be directly line managed by the PTs within those specialist areas

-the QIO ASN would continue to manage Home Link Services in their particular role of supporting Home Education for Children and Young People not on a school role

-currently the QIO ASN directly manages specific aspects of the SEBN base and that would continue

  • the management remit will also include responsibility for 2 ASN Outreach workers and 3 Learning Support workers who are shared across the services

  • promoting the continuing professional development of EOS (ASN) staff and ensuring that all staff have an annual review of their development needs

  • to develop a general overview of specialist outreach service caseloads and report on these

  • managing the health and safety of all within the Education Outreach Services

  • manage an operational budget

  • support development, implementation and maintenance of excellent practice through embedding the recently developed ASN Quality Standards, guidelines and processes for all Educational Outreach Services (ASN). These are: 1. Information, 2. Identification, Consultation and Request for Involvement, 3. Assessment and Review, 4. Partnership Working, 5. Transition and Placement, 6. Access to the Curriculum and 7. Management and Leadership

  • continue to develop strong professional links with Education Psychology

  • alongside Education Psychology, assist in co-ordination of updating and maintenance of ‘The Managing Inclusion Guidelines.’ (local ASN handbook for Head Teachers) and the local QA ASN standards

  • alongside Education Psychology, assist in planning and implementation of the Education Outreach Services’ Improvement Plan

  • alongside Education Outreach Service teams, manage resources and equipment within Education Outreach Services (ASN)

  • participate in the selection and appointment of the staff of the Education Outreach Services (ASN)

  • to work closely with QIO ASN, Education Psychology and Education Outreach teams to provide and maintain an effective ASN service across the authority and contribute to future service planning

  • to work in close partnership with schools, other professionals, agencies, establishments, parents, children and young people to provide an effective ASN service across the authority promoting excellent practice in meeting children and young people’s needs

  • to work in partnership with Education Psychology and QIO ASN to assist in planning and implementation of educational initiatives across the authority

  • develop strong links with Head teachers

  • to contribute to the design and delivery of training relating to ASN including contributing to induction programmes for new staff (ASN, HTs, DHT, probationary teachers, supply staff)

  • to contribute to authority working groups

  • with QIO ASN, provide direct support for staff in relation to children and young people when required

  • to assist in gathering and collating information for dispute resolution cases

  • any other duties as may be considered appropriate for this post

You must have full registration with the General Teaching Council for Scotland (GTCS).

There is an expectation that you will attain a postgraduate qualification in ASN.

The QIO ASN may also delegate duties to the EOS Manager as they see fit.

NB The duties of teachers are contained in Part 2 Section 2 of the SNCT handbook, and apply equally to all teachers.

The post holder will be based with the Education Outreach ASN team and Psychological Services and have regular liaison time with QIO ASN

Salary: DHT 2
