Audit Committee Lay Member, 3-year Fixed Appointment
COUNCIL EMPLOYEES CANNOT APPLY AND CANNOT BE APPOINTED TO THE COMMITTEE
West Lothian Council’s Audit Committee is seeking to appoint an independent non-councillor member. This appointment will be made following interview by a recruitment panel chaired by the Chair of the Audit Committee.
The Audit Committee’s remit is to review the council’s control environment, including financial and non-financial controls, and make recommendations to officers and other council committees for improvement. The committee also approves the annual internal audit plan and annual counter fraud plan, considers the external audit plan, and considers the unaudited and audited annual accounts and external auditor’s annual report.
The committee is an essential part of the council’s scrutiny and compliance arrangements. As an independent member of this committee, you will be expected to contribute to its work by effectively holding to account council officers on matters within the Audit Committee’s remit.
The Audit Committee lay member should have an understanding of the principles of internal control. You should have practical experience in the financial and/or general management of a business or public sector organisation. You should have a high level of interpersonal skills, enabling you to work effectively with councillors and council officers in a formal committee environment, and an ability and confidence to challenge and hold to account senior managers and council officers.
If appointed, you will be expected to attend a minimum of four committee meetings a year held in the Council Chambers, West Lothian Civic Centre, Livingston. The appointment will be on an unpaid basis, although travel and subsistence expenses will be reimbursed. It is not a staff position. The lay member is a voting member with a period of appointment of three years, and is required to agree to be bound by the principles of the Councillors’ Code of Conduct.
