An exciting opportunity has arisen to join our Development Management & Transport Planning team. You will work with a variety of partners, customers, and clients on the delivery of a professional service that maximises resources and delivers positive outcomes.
You will be responsible for providing consultation responses to Planning Services on road related planning applications and updating relevant development management policies and plans. Evaluating transport assessments, liaison / negotiation of transport infrastructure requirements and determining developer contributions forms a major part of the role.
You will assist the Team Leader in the development, review and maintenance of the Council standards for the development of new roads and undertake traffic modelling where required
The postholder will also be required to take a lead role in the development and implementation of transportation policy, including work on regional and local strategies and plans, identifying funding opportunities and preparing bids.
You will also take a lead role in the development and delivery of a range of cycling, walking and sustainable travel initiatives in line with Roads & Transportation Services Active Travel Plan, including engagement with communities and stakeholders.
With a minimum of 2 years post graduate experience or registration with the Engineering Council at Incorporated Engineer Level, you will have knowledge and experience of roads and transportation engineering. You must have previous experience of delivering projects, including the ability to achieve project milestones and targets. You must be able to demonstrate proven experience of developing successful working relationships with external partners and professional service providers and ideally have some experience in active travel projects / schemes. Ideally, you will have demonstrable experience in traffic modelling as well as previous experience working in a local authority, however this is not essential.
You will be business and customer focused with a demonstrable record of identifying opportunities and achieving outcomes. You will be self-motivated with a flexible and collaborative approach to work and have the ability to cope with multiple and changing demands whilst meeting tight deadlines. You will also have a working understanding and knowledge of relevant H&S legislation, codes of practice and initiatives.
With excellent organisational and IT skills, you will be able to utilise various Microsoft Office packages and trafci modelling software, and be a clear written and verbal communicator, with the ability to analyse information and produce reports.
You will be joining a dynamic and flexible team within Roads and Transportation, who currently operate a hybrid model of homeworking and office-based work within West Lothian.
You will be required to travel throughout West Lothian to undertake the duties of this post, so a full driving licence is essential.
