Would you like the opportunity to develop your career as Housing Investment Officer with West Lothian Council?

West Lothian Council is one of Scotland’s most successful authorities and has an enviable reputation for innovative design and development of the built environment.  West Lothian is located in the central belt, within easy commuting distance of Edinburgh, Stirling and Glasgow and is supported by excellent road and rail links.

You will be joining a team which strives for excellence in service delivery and works well with partners.

This permanent role represents an exciting and challenging opportunity for a highly motivated individual. Working within the Housing Customer and Building Service, you will be responsible for a comprehensive range of housing investment workstreams. You will focus on a specific high-priority area of the investment programme (e.g., Aids & Adaptations, Planned Programmes, or Energy Efficiency), but will also be required to undertake works in other investment areas as directed by the Team Leader.

Your core duties will involve coordinating and delivering projects related to areas such as Aids and Adaptations (Scheme of Assistance), Major Refurbishments, Planned Programmes, Compliance Works, and Home Energy Efficiency Programmes (e.g., HEEPS:ABS, ECO).

You will play a pivotal role in the programming, coordination, and monitoring of planned construction and survey projects, which requires extensive tenant and owner consultation. You will also be actively involved in the identification, bidding for, and management of financial resources for various capital and grant-funded projects, carrying significant budget responsibility for assigned schemes.

The post requires providing professional and technical advice on improvement measures, carrying out technical inspections and surveys, and proactively dealing with complaints and resolving unanticipated site problems.

This permanent role represents an exciting and challenging opportunity for a highly motivated individual. With a professional manner and excellent communication skills, you should be able to work to deadlines and possess a sound technical knowledge of housing, Technical Standards and building contracts.

Our benefits package includes flexible working hours, up to 31 days paid holidays and 7 public holidays a year, average salary pension scheme, comprehensive range of work life balance policies, occupational health services, learning resource and access to a range of discounted staff benefits.

We are keen to employ a diverse workforce that reflects the people of Scotland. We welcome applications from all backgrounds and particularly from groups currently under-represented, including people with disabilities, those from minority ethnic communities or from socio-economically disadvantaged backgrounds.
