An exciting opportunity has arisen to join Education Services (Secondary schools) in a permanent position as a Quality Improvement Officer. There are two posts available: one with a strategic focus on Senior Phase and Curriculum, the other with a strategic focus on Data and Performance. Posts are aligned to achieving the two outcomes of the West Lothian Raising Educational Attainment Strategy:

  1. Learning and Curriculum Ensuring every child and young person experiences varied, vibrant and challenging learning experiences which are built on the provision of high quality and inclusive learning, teaching and assessment. Fundamental to this is the design and implementation of a curriculum that creates the conditions, culture and ethos for all 4 capacities to thrive and be equally valued.
  2. Wellbeing, Inclusion and Attendance Improving wellbeing, inclusion and attendance for all children and young people, promoting confidence, independent thinking and resilience. Fundamental to this is working with families and partners to support the highest possible levels of engagement and equity for all.

The Quality Improvement Officers will report to the Secondary Quality Improvement, Equity & Strategic Partnerships Manager and will play a key role in ensuring that council and national priorities and targets are taken forward appropriately by schools through effective liaison with all Education Officers. The postholder will draw on the knowledge of schools to support and inform strategic planning and policy development.

The postholder will work with wide discretion and limited supervision in the planning and management of Quality Improvement activities.

Quality Improvement Officers will:

  1. be familiar with all aspects of council education policy and be seen as a representative of their Director of Education when visiting schools or when involved with outside agencies;
  2. analyse and use performance information to challenge schools to improve;
  3. collate a range of performance information about schools in the council area and use this information in a systematic way with school management and directorate;
  4. devise and promote strategies to address areas where performance should be improved, monitor such strategies and write reports on progress made;
  5. be knowledgeable about local and national priorities and help to ensure that these are being taken forward appropriately by schools;
  6. identify good, effective practice, including classroom practice;
  7. identify and promote staff development opportunities within the improvement agenda;
  8. advise on and, as required, participate in the appointment of senior promoted posts in schools;
  9. draw on their knowledge of schools to support and inform strategic planning and policy development;
  10. support and monitor the key processes associated with school development planning in schools; and
  11. apply procedures associated with HMIE inspection of schools, including those associated with Follow Through Reports

Successful candidates will be required to join the Scheme or undergo a PVG Scheme Update check prior to commencing employment and the cost will be met by the candidate.

The fee for a Full PVG Scheme Membership is £59 or Existing Member is £18. The £59 cost (where appropriate) will be deducted from your salary over a 1 or 3-month period by repayment schedule. If your employment concludes before the amount is re-paid in full, the outstanding balance will be deducted from your final salary.
