Reporting to the Head of Best Value, the purpose of this role is to support the design and implementation of a Best Value (‘BV’) strategy for Police Scotland. It is important that this will meet public sector best-practice standards.

This role will manage the implementation and operation of the assurance framework, supporting the business leads and undertaking evidence-based evaluation of all Best Value assessments. It is important for BV to facilitate a continuous improvement culture change within Police Scotland and this role will be pivotal in this regard through consistent championing of BV principles. It is essential for the ongoing effective operation of Police Scotland that it can demonstrate that scarce resources are used to best effect in delivering vital services to the communities of Scotland.

The role must promote a positive culture of sustainable development and continuous improvement within Police Scotland and help deliver optimal value for public money right across the organisation.

The role will support the design of processes that ensure effective scrutiny of Best Value has been undertaken through proportionate, risk-based internal assurance testing and critical evaluation of reported outcomes. The role will lead and communicate tailored recommendations for improvement and develop reporting frameworks to ensure the Audit and Risk Board and the Corporate Management and People Board are properly appraised of findings, progress, outcomes etc. The role will also develop effective reporting mechanisms and presentational products to provide stakeholder updates and progress the Best Value agenda.

This role will capture and evidence the extent to which effective Best Value decision making has taken place and the extent to which structures and arrangements can be relied upon to deliver Best Value. This evidence must be capable of standing up to professional external scrutiny.

The incumbent will develop collaborative working relationships and partnerships with a range of external stakeholders that have a legitimate interest in the delivery of Best Value, engaging with Scottish Government/auditors/inspectorates to ensure preparedness, and embed best practice. The role holder will also utilise bench-marking, horizon scanning and best practice techniques, to effectively measure the organisation’s performance and learn from comparator bodies both in Scotland, UK and overseas, to position Police Scotland as a BV exemplar.

This is a critical role linked with fundamental organisational risks and it therefore requires a strong, experienced individual to influence senior colleagues and help deliver the necessary outcomes.
