The Scottish Fire and Rescue Service would like to invite applications for the post of Business Change and Implementation Manager, based in SFRS HQ on a permanent basis. This is a full-time opportunity, working 35 hours per week.

This is a full-time post however applications from individuals seeking to work on a part time, job share or flexible working basis would be considered.

The Portfolio Office team are hybrid working, with the main office base being our SFRS Headquarters in Cambuslang. The successful candidate will be able to enjoy a mix of working from home, base location or other SFRS location as required by their role and key activities. 

The successful candidate of the Business Change & Implementation Manager is to proactively prepare the business for the impact of the changes being delivered by projects and programmes across SFRS’ strategic portfolio.

The Business Change & Implementation Manager provides a bridge between change and the business users to ensure that activities are planned and completed to enable the business to implement the agreed changes and realise the business benefits.

Lead and manage all elements of business change within a complex, multi-project and programme portfolio of change, from identification at pipeline stage through to delivery of the new capabilities and into benefits realisation.

Provide direction and guidance to the Portfolio Office team, and more broadly across the Portfolio and prepare the SFRS for transformational change, working with teams to transition from the current to future state, adopting the new capabilities and embedding outcomes and realising benefits.

Essential criteria for this role would include degree level qualification or equivalent experience, demonstrable experience of change management gained through managing large and complex, cross functional change at project and programme level, demonstrable experience of benefits management gained through managing benefits delivery at project and programme level, significant stakeholder management experience at all levels, self-motivated with proven ability to lead, engage and motivate others, high level communication and advanced interpersonal skills, experience of leading and managing a team, either matrix or line.

Desirable criteria for this role would include formal Change Management accreditation such as APMG Change Management Practitioner, experience of working in a public-sector organisation, managing Successful Programmes Practitioner, experience of liaising successfully with system providers, driving licence or ability to travel as required, working knowledge of the frameworks for project and continuous improvement methods such as LEAN, PRINCE2 and AGILE.

 

Management responsibilities include:

Lead, develop and manage the performance of employees within area of responsibility, providing leadership and coordinating the work of the team. This will specifically include line management, recruitment, and performance management by scheduling and co-ordinating the work of the team.

Ensure that all staff within the Business Change & Implementation Manager’s remit have a set of defined objectives, PDP and are supported with regular 1-2-1s and guidance.

Manage finances and budgets effectively in accordance with the SFRS Financial Regulations to ensure the most cost-effective delivery of services where possible identifying and make recommendation on potential savings.

Ensure that all employees within area of responsibility are provided with the training and development required to enable them to carry out their role to the standards required.

Represent the SFRS at appropriate external events and meetings in accordance with the remit and status of the post.

Ensure that benefits are managed and delivered within a best value framework and that performance is regularly monitored and continuous improvement identified.

Represent SFRS to external bodies/committees and groups as required and Chair any internal and/or external meetings.

Salary on appointment will normally be at the lower salary point, with progression subject to regular review - in line with the SFRS performance appraisal arrangements.  A higher salary placing will be considered in exceptional circumstances subject to experience demonstrated.
