The Scottish Fire and Rescue Service would like to invite applications for the post of Category Lead. The location can be flexible from any of the main SFRS offices in Scotland. This is a full-time opportunity, working 35 hours per week, however applications from individuals seeking to work on a part time, job share, or flexible working basis would be considered.

The successful candidate will be responsible for the strategic sourcing for a specified category of spend to achieve savings and maintain and improve service levels in line with overall strategic aims of SFRS and relevant legislation. Working closely with stakeholders, you will be responsible for assessing service needs in order to develop and manage sourcing solutions which ensure effective service delivery. Through the management of the procurement process, the post holder will deliver contract solutions which support SFRS in achieving its sustainable procurement duty. The Post holder will work under the general direction of the Procurement Manager but will line-manage and be supported by a Procurement Specialist and Procurement Officer in order to fulfil their duties.

Minimum 5 years’ Procurement experience with extensive “hands on experience” in a similar role in a complex, high value procurement environment. Experienced in operating as a business partner in a customer focussed, client facing role with strong analytical skills and sound judgment together with experience of drafting ITT documents / contracts and leading evaluation process. Ability to build and maintain strong, effective working relationships across the business and influence key stakeholders.  Demonstrate evidence of good communication skills at all levels, including presenting and leading project groups. Proven experience in leading a team with the ability to manage, motivate and develop those individuals for whom you will have line management responsibility.

Applicants are required to be educated to degree level (or equivalent) in business related discipline together with full membership (MCIPS) of the Chartered Institute of Procurement and Supply.

There will be a requirement to attend external Meet the Buyer Events and Trade Shows as necessary in order to support the wider strategic procurement goals of the SFRS.

 

 

In addition to the agreed salary, a market allowance is applicable to this post for suitably experienced candidates.  Taking account of this market allowance, the potential combined maximum remuneration for this post is £ 58,250. The salary range for this role is SFRS Grade 7 £45,786 - £49,306 per annum, and where applicable a market allowance of £8,944 per annum will also be included. 

The market allowance is an additional payment agreed to be paid until 31 March 2025, when it will be reviewed.  This allowance is subject to review and may be varied or removed where market pressures change or no longer exist. SFRS Market Allowance Policy outlines the specific criteria relating to the application of market allowance payments and the conditions associated with this. The market allowance will be payable where the appointee is able to demonstrate they are suitably competent, experienced and qualified to undertake the full aspects of the role.

This post is also subject to the provision of the Rehabilitation of Offenders Act 1974 (Exclusions and Exemptions) Scotland Salary on appointment will normally be at the lower salary point, with progression subject to regular review - in line with the SFRS performance appraisal arrangements.  A higher salary placing will be considered in exceptional circumstances subject to experience demonstrated.
